Chelmsford City Council is the lead authority for the South Essex Parking Partnership who operate on-street parking enforcement on behalf of Essex County Council across the boroughs and districts of Basildon, Brentwood, Castle Point, Maldon, Rochford and Chelmsford City.

The Parking Partnership is an ambitious service, determined to set new standards in service delivery, ensuring that we have a positive impact on the quality of life and safety of our residents and communities.

Managing the competing demand for highway parking provision and providing suitable on street parking arrangements which meet the needs of local businesses and residents provides many challenges and opportunities for the Parking Partnership.

To maintain the high level of service provision within this area, the Parking Partnership is seeking a successful candidate to join the Traffic Regulation Order (TRO) team.

The successful candidate will work as part of a team and play a key role in preparing Temporary and Permanent Traffic Regulation Orders for on-street parking restrictions and off-street car parks in accordance with all appropriate statutory processes and regulations including The Road Traffic Regulation Act 1984, The Traffic Management Act 2004, The Road Traffic Act 1991, The Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulation 1996.

The role will require you to undertake site surveys and design parking schemes in accordance with the regulations prescribed by the Department for Transport and to consult and communicate with the public, elected members, officers and other stakeholders in the identification, assessment and delivery of traffic management, local safety and accident reduction issues.

Outstanding communication skills and your knowledge and experience of designing and producing accurate map based drawings and implementing new TROs will be integral to your success in this role, allowing you to work effectively within your team.

An ability to demonstrate a flair for problem solving will also be key as you develop solutions to a range of problems and challenges.

The successful applicant will be required to work 37 hours per week within the Councils current flexi scheme.
