An exciting opportunity has arisen to shape and deliver the Roads and Environmental Services function across Orkney. The post covers a wide range duties and responsibilities including those of the Roads Authority, network management and road safety, the development of the Roads Asset Management Plan (RMMP) and an operational workforce of approximately 60 staff delivering all aspects of the roads maintenance service including delivery of the Winter and Emergency Response Service. In addition you will also be responsible for a workforce of approximately 40 staff delivering operational waste and environmental services ranging from domestic waste and recycling services, commercial collections and environmental cleaning and the maintenance of burial grounds.

Within the Roads service we also manage both on street and off street parking which includes both free and pay and display car parks, as well as a growing number of Electric Vehicle Charging points and various on-street restrictions to manage parking in our key towns of Kirkwall and Stromness.

Within the Environmental Services aspect of the role the post-holder manages the “Alternate Weekly Collection” of domestic and commercial waste services. There are over 10,000 domestic properties and 1300 business premises across the Orkney Mainland and outer Islands. A recycling service is provided to residents and businesses which includes glass, cans, plastics and paper delivered via a variety of methods to accommodate some of the harder to reach locations. We look after several Burial Grounds and pride ourselves on working with local communities to maintain high standards in these facilities. Orkney is one of the cleanest places in Scotland in terms of our footpaths and urban environments.

Like all Local Authorities Orkney faces its financial challenges in the coming years but given our unique island geography and vibrant economy there is the opportunity to manage this change in a progressive but planned way, the post holder will work closely with the “Change” team to devise and implement ways of providing top class services within the constraints faced.

You should hold a Degree or equivalent level qualification in Civil Engineering, Fleet Management, Environmental Management or Engineering. You should also be a member of a relevant Chartered Institute such as Civil Engineering or Highways and Transport.
