Programme Manager (Fixed Term Contract for 18 Months with possibility of an extension)

The Council is embarking on a major change programme to ensure that we have the right people, doing the right jobs and equipped with right tools to deliver services to the people of Coventry. A significant part of this change will be delivered through our Workforce Reform Programme which seeks to ensure that all of our employment practices and policies support these aims.
We will be working, over the next two years with our trade unions and workforce to review existing policies and practice and deliver necessary change. This will be a very broad programme of change, encompassing a wide range of projects and workstreams led by experienced HR and OD professionals.
To ensure that our change programme remains on track we are seeking an experienced programme manager. An appreciation of the issues likely to arise in an HR-based programme undertaken in an unionised environment would be very useful in this role, but we are not necessarily seeking specific HR expertise or knowledge. Instead, we are seeking programme management expertise, preferably gained in managing complex programmes in a large organisation and where multiple stakeholder involvement is a key factor.
In particular, we are seeking someone with strong negotiation and consultation skills. Tenacity and a desire to see things through to their conclusion will be a key requirement.
