Powys is increasing the pace of change, the county council has a new leader, a new cabinet and fresh ideas that are designed to set the authority on course for a strong and vibrant future. The emerging Vision 2025 sets out initial thoughts on what the priorities should be with a focus on the economy, health and care, learning and skills and residents and communities.

To coordinate this ambition, we are currently looking for talented and experienced professionals with leadership experience, to support the Deputy Head of Financial Services in the provision of high quality financial services to a cost effective and transforming Council.

In Finance we are moving away from traditional accounting towards a professional service that can advise on wider accounting business models to support the accelerated pace of change. To support this change the Finance department has recently completed a restructure, whereby roles have been updated to fulfil the changing financial skills the council now needs. The team are developing their skills, and a number of new roles have been introduced to strengthen the senior expertise, this includes the finance manager posts.


The finance manager will lead and develop the delivery of improved finance business services to the council. Lead on the financial aspect of business cases and change, especially with regard to other more commercial business operating models and develop the team in the use of business modelling and other skills. You will promote a culture of collaboration and a strong focus on customer service and satisfaction, whilst maintaining an independent viewpoint.

You will be a fully qualified accountant (CCAB / CIMA), with a proven track record of achievement and the ability to influence change and support service improvement. You must be able to lead with vision, enthusiasm and integrity and champion a culture of change and dynamism, which motivate and set direction for the team.
