In order to ensure the city council plays it’s part in supporting the city’s success, we have developed a bold vision for the council expressed through a new target operating model, which will change the way the council does its business.  A key part of the target operating model is the appointment of a new, collegiate, Corporate Management Team, focused on the functions of Customer, Commissioning, Delivery and Resource.

This new management team will be responsible for leading, directing and implementing the new target operating model from start-up through to business as usual. Critical elements of this new operating model are: demand management through a more deliberate focus on prevention and early intervention; empowerment of both our staff and our communities and becoming a technology led organisation. 

Chief Operating Officer

The Chief Operating Officer manages the Council’s service delivery teams and is commissioned by the Director of Commissioning to provide services where needed and within agreed budgets and performance targets as appropriate.  

So you’ll need to manage the successful delivery of services in line with specified outcomes by the commissioning function and you’ll exploit the new functional operating model that allows different blends of resources/services to achieve the specified outcomes.

We’re looking for someone who has a proven track record of successfully running frontline services, improving performance and delivering measureable success outcomes. Given this brief, it’s clear to us that you could quite easily come from either the public or private sector but in either case your experience will evidence a scale and complexity commensurate to the task. Being able to negotiate and influence and bringing successful business improvement strategies will set you apart from the rest.
