Head of Strategy (Communities)
The Strategy and Change team plays a critical role in helping to set and achieve Camden’s strategic objectives, including the Camden Plan ambitions and the council’s financial strategy. In the current challenging financial and policy environment, the council and its partners have to respond quickly and creatively, seeking more efficient and sometimes radically different ways of delivering outcomes for local people. We are now searching for a Head of Strategy to lead the communities portfolio within the team and help the organisation develop and deliver strategic change in the coming years.
You will be part of the management team of a dynamic service and expected to lead on and oversee key portfolios of work for the council, working closely with senior officers across the council to ensure the delivery of outcomes and meet financial challenges. The role will act as a ‘trusted advisor’ to the Executive Director and management team of the Communities Directorate. The Directorate is at the forefront of delivering our new community-led vision, Camden 2025, and is responsible for a diverse range of services. These include growth and regeneration, libraries, parks and open spaces, community safety, housing management, environment services and our innovative plan to build new affordable housing in the borough, the Community Investment Programme.
You will provide expert leadership in understanding the national, regional and local environment and translating this understanding into innovative, evidence-based policy options and strategies for Camden.
You will demonstrate substantial experience in leading work to develop and deliver strategic priorities, with the ability to provide constructive challenge and support to areas of the organisation, find new solutions to improve outcomes and put Camden at the forefront of public service effectiveness. You will have an interest in, and ideally experience of, key methodologies for analysing and supporting policy development and change, such as systems thinking or human-centred design.
You will have a understanding of and aptitude for developing evidenced-based policy and draw on the most innovative thinking and approaches from across the public and private sectors. You will be passionate about ensuring the citizen’s voice is at the centre of our policies and strategies and on-going improvement journey.
The successful candidate will lead the development and delivery of a variety of work programmes, negotiating and allocating resources to provide best value, and managing and monitoring large scale, high risk and high value projects and programmes. You will have excellent stakeholder management skills and the ability to bring people together to forge consensus and create coalitions to drive change.
You will take a coaching approach to people management, developing your team and working in an agile way. You will empower people, allowing them to develop and lead agendas within a supportive framework that manages key risks. You will be able to juggle multiple demands and a busy workload.
An in-depth understanding of the role and structures of local government and its relationship with central government and partner organisations would be an advantage.
