With a diverse property portfolio comprising of a range of building types and uses, Torridge District Council is responsible for the management of a variety of premises across the District.  From beach huts to business centres, the locations of the buildings are as varied as the people that use them.  Whether  the premises represents part of the services provided for the public or form part of the wider income generating estate their operational use and efficiency is equally important.

We are currently looking for an experienced premises and facilities officer to join our Property Team in the care and safe management of our premises. Reporting to the Property Manager, the post holder will be required to work on their own initiative in the day-to-day operation of the facilities comprising the estate including:

•Optimising the use of energy throughout the premises across the entire property portfolio

•Identifying and implementing opportunities for further energy efficiency initiatives •Contributing to the selection of equipment as part of the design development of new premises •The specification and life cycle replacement of essential plant, smart systems and services throughout the estate

Essential Criteria

•HNC/HND or higher relevant qualification in mechanical, electrical, building engineering or facilities management •Experience in the use and operation of premises and energy management systems, software applications and web based system monitoring devices •A thorough understanding of all energy services, electronic management and automated billing for all premises services and utilities •Preparation and submission of feasibility studies, reports and business cases for the implementation of spend to save and green energy initatives

Desirable skills

•Membership of a relevant professional organisation •A project management or energy management qualification •Use of CAD and electronic measurement systems •Hold a current and valid driving licence.
