Head of Regulatory Services
Salary range: £63,845 - £74,873 p.a. inc.
Hours of work: 40 hours per week
Location: Civic Centre and other locations from time to time
Creating an Integrated Approach to Business Regulation and Enforcement
Brent now wishes to develop an alternative approach to business enforcement and regulation linked closely to the area focused service model that is now adopted more widely across all our front line Environmental Services.
A ‘core’ cluster of regulatory services are now to be brought together in one new service area and empowered to work together, sharing best practice, aligning work programmes and operating to effect better compliance across a range of statutory areas.
Intelligence on particular ‘hot-spots’ will be gathered and shared amongst the service teams and relationships with local communities will be developed and strengthened. The service will be empowered and trained to work together on joint initiatives to implement regulation action solving a range of environmental problems.
That will be a Head of Service post that specifically combines and manages a range of the council’s existing regulatory services as a single team for the first time.
It is proposed that this new post would specifically bring together Trading Standards, Food Safety, Health and Safety Enforcement and Public Safety and also take up line management of the two existing posts that currently manage these teams.
It may be anticipated that other regulatory work will transfer to this service in due course in order to satisfy a clear aspiration to create a new, single service that integrates relevant teams around a regulatory theme in a more meaningful way.
An important task for the new post-holder will be to undertake an exercise to re-organise the teams that are in scope in the most appropriate way in order to maximise integration, to create sustainability and to effect better and more consistent operational outcomes on the ground.
The role will draw on your very specific insight, knowledge and experience of the services in scope, particularly trading standards, food safety, environmental health and public safety.
You will act as the Council’s lead officer in the regulation of businesses and residents to ensure the safety, security and well-being of local residents, tackling substandard environmental quality, unlawful trading and the environmental causes of poor health whilst supporting businesses to meet their legal obligations, comply with national regulatory frameworks and the Regulators Code.
