They have an exciting and rare opportunity for a Strategic Finance Manager (Section 151 Officer) to lead the finance team and to help deliver their ambitious plans.
As the Strategic Finance Manager, you will head up the overall finance function and work alongside the Chief Operating Officer, Senior Management Team and Cabinet to develop and implement the Council’s Medium Term Financial Strategy. You will ensure business decisions are aligned with the financial strategy and support the ongoing evolution of the financial culture and performance.
You will lead and deliver outstanding, customer focused accounting services that safeguard the resources, underpin Council decision making and enable the ongoing transformation. You will work closely with the Councils wholly owned commercial companies, ensuring that they are able to deliver on the commercial objectives the Council expects.
The Strategic Finance Manager will be a qualified accountant (CCAB, CIMA, CIPFA, ACCA or equivalent) with a track record of leading and developing large, multi-service finance teams and with a strong understanding of financial accounting. You will be able to evidence a significant role in the preparation of final accounts, the delivery of corporate budget processes and give sound strategic advice to Member/Board level.
You will be confident in dealing with a range of key stakeholders and political leaders across the Council and be commercially aware. Experience of working within local government is not essential to be successful in this role, however we would expect to see relevant and transferable skills and experience that would be appropriate to working in a complex, political, service environment.
