This is an exciting opportunity to be a leader in the field of Community Safety and Emergency Planning.

Strategic accountability for a portfolio of services that strives to pursue transformation that better meets the needs of our community to tackle local crime. Strategic and operational lead in Business Continuity and Emergency Planning and response.

Role Responsibilities:

  • To ensure the effective leadership, management, control and operation of a range of services including but not limited to: -

Community Safety Team

Liaison with Metropolitan Police Service and oversee delivery of enhanced policing project(s) as appropriate

Emergency planning and local resilience

Business continuity

  • To be responsible for community safety and Anti-Social Behavior delivery issues as appropriate.
  • To be responsible for the preparation and maintenance of strategies, plans and procedures for the services.
  • To be responsible for performance management, policy and support services.
  • To be responsible for performance and quality across the range of services, ensuring that arrangements are in place, both for services directly delivered and those delivered through contracts or partnerships that will achieve the highest possible standards within the available resources.
  • To be responsible for maintaining positive working relationships with the national and regional bodies for each of the service areas and to initiate and develop links and partnerships with other local authorities, professional bodies and other private/public/voluntary sector organisations necessary to further the Council’s objectives.
  • To lead and develop in senior managers and staff of the Division, a culture of citizen-centric innovation that positively seeks new and improved ways to deliver services to local residents, customers and visitors.
  • To lead, direct, develop and motivate all staff within the Division in the achievement and co-ordination of the relevant Cabinet Member’s policies, programmes and statutory obligations within the business plan objectives and to ensure they are consistently met.
  • To be responsible for the prudent and effective management of the capital and revenue budgets and other resources available to the Division in accordance with the Council’s financial regulations, and to participate in the preparation and monitoring of the Council’s Medium-Term Financial Strategy (MTFS), and business planning processes ensuring that all financial targets are met and that potential difficulties are raised at an appropriate stage.
  • To maintain an overview of the external income and funding opportunities available across the range of services and to ensure that arrangements are in place to take full advantage of such opportunities.
  • To act as the nominated statutory officer as required for any of the services in the Division.
  • Prepare and present to the relevant Council’s Cabinet Member(s) policy options and cost consequences so that choices can be made between competing priorities to meet identified community needs and statutory obligations.
  • Ensure that appropriate checks and controls to assure administrative and financial integrity are developed and maintained, with the systems and initiatives required to ensure efficiency, performance management and value for money from the Division’s/Departments services.
  • To ensure the Council’s data quality by managing the administration of information, application systems, technology and staff so that the Division complies with the Council’s Information Management related policies.
