The Role

Cornwall Council is creating a brand-new company to invest and develop for the future. Our plans are ambitious and game-changing with up to £600m to be invested in new housing and workspace that will have an extraordinary and transformative impact on Cornwall’s future. Right now, we’re building a team that can bring development expertise from the commercial world to create the blueprint for a new way of living, working and thriving in Cornwall.

This is an incredibly exciting opportunity to join an emerging organisation and play a key role in shaping a region. We are looking for a Chair to establish the new company, oversee the development of its strategy and guide it through to successful delivery and beyond.

The Chair will play a key ambassadorial role for Cornwall’s Investment Delivery Company. We want you to truly understand Cornwall and be passionate about creating a legacy for the county through the quality of what we’re building. You will work on continuing to promote the benefits of Cornwall as a great place to live and work as well as promoting the development and investment opportunities we’re creating.

We would be keen to receive applications from those with experience in the following disciplines:

  • Housing Development, Commercial Development or Development Consultancy
  • Financial Leadership – ideally within a property or wider asset-led organisation
  • Construction and major infrastructure delivery
  • Infrastructure investment including PFI / PPP etc.
  • Placemaking - where your commercial credentials have contributed to delivering improvement to ‘place’.

Good relationship and influencing skills are essential as well as an understanding of the uniqueness of Cornwall and the challenges and opportunities of delivering across a dispersed, rural geography. The ability to advance a wide range of relationships will be an integral part of the role. You will have an appreciation of local government and will recognise the importance of the Council as shareholder and commissioner. With the timeline of developments cutting across political cycles, it is important that the Chair remains attuned to politics, spending time with community leaders to understand their perspectives and priorities.

You will bring strong private sector experience ideally from a development background and we would welcome applications from those that are currently or have in the past served on the board of other development companies. It may be beneficial for applicants to have direct links to Cornwall and the South West whilst bringing a national network of contacts, including those in central government, that can help us to achieve our ambitions and deliver for the citizens of Cornwall.

This is an exciting, wide-ranging role that will offer the successful applicant exposure to significant housing development, commercial workspace development and major mixed-use regeneration schemes.
