We are reshaping Croydon Council to deliver our bold new Corporate Plan and to capture all of the opportunities growth and investment are bringing to the Borough.  Our Commissioning and Procurement division is at the heart of this transformation and we are investing heavily in staff and resources. 

As Head of Children & Adults Placement & Brokerage, you will lead and develop excellent micro commissioning of services for children and adults, ensuring the development and delivery of appropriate and value for money packages of care.  You will lead the establishment and ongoing management of a key commissioning service for the Council, which has a strong interface into Children and Adults Services. .

About the role

We are looking for an exceptional candidate who will lead and develop a service that for the first time in Croydon will deliver placements and brokerage for both children and adults and managing budgets in excess of £120m+ per annum.  You will:

  • Lead and manage the service, developing excellent micro-commissioning, ensuring the provision of high quality services at the appropriate cost.
  • Secure effective, value for money commissioning of quality placements and packages of care across children and adults services, ensuring tight financial control on commissioned spend;
  • Development of new commercial approaches, development and implementation of different buying solutions and robust contract management;
  • Develop strong relationships with relevant departments, divisions and services, ensuring alignment of services to corporate priorities and frameworks.

Our integration agenda is well advanced; you will play an important role in securing successful integration outcomes, as well as supporting One Croydon, our ground breaking and award winning alliance of health and social care providers and commissioners. 

As Head of Children & Adults Placement & Brokerage, you will ultimately be responsible for shaping, commissioning and procuring services that are fit for the future to support all of our residents.  Our services will be multi-disciplinary, provided to meet local community needs, build resilience and provide seamless care.

About You

This is a role for a leader with a track record of building teams.  Credible and effective when partnering with Chief Officers and Elected Members, you will have outstanding stakeholder and relationship management skills and significant experience of working in public services.  With excellent understanding of the policy and strategic framework for both children and adults services, you will have significant experience of working in and managing the placement / brokerage functions including SEND, looked after children and adults.  You will also be experienced in the management of a portfolio of contract and provider relationships.   Ambitious both for yourself and the residents you serve, you will recognise Croydon as a place where you can learn and progress in an environment that is innovative, ambitious and has a good appetite for risk.
