The Role

The Kirklees vision is to create a district with a strong, sustainable economy that offers a great quality of life to its residents - leading to thriving communities, growing businesses, high prosperity and low inequality where people enjoy better health throughout their lives.

One of the 7 outcomes we are committed to delivering is that ‘people live independently and have control over their lives’. Adult social care is at the heart of achieving this outcome. Our Vision for Adult Social Care is that ‘We want every person in Kirklees who needs care and support to be able to live the life that matters to them’.

Over the last three years we have been working hard to develop a very different organisation with new and innovative ways of doing things, better collaboration and a workforce with high standards and exceptional behaviours but there is still much more to do.

This role will focus on several key areas

  • Developing the Council’s internal policies that shape the way Adult Social Care is commissioned and delivered by the Council and its partners to ensure they help us achieve our Vision.

  • Understanding and interpreting the external policy environment that impacts on adult social care, ensuring the Council is active in shaping policy and responding effectively to change.

  • Working with colleagues across Adult Social Care, the Council and partners to embed a strong programme management approach to implementing change.

  • Ensuring the Council and its partners can tell the story of how adult social care is changing and the challenges it is facing, and how it is meeting the requirements of external bodies.

To be successful in this complex and challenging role you will need to be able to

  • Write for a variety of audiences, especially formal reports, policies and procedures.

  • Organise a complex workload to ensure deadlines are met.

  • Develop effective working relationship with a wide range of colleagues across the Service, the Council (including councillors) and key partners.

  • Develop a good understanding of the Council and partners governance arrangements and the implications of working in a politically led organisation.

Strong skills and experience across these 4 areas are more important in the first instance than detailed knowledge and experience of adult social care.  Support will be available to develop the necessary specialist knowledge and understanding of adult social care.
