Head of Finance (Deputy S151)
East Hampshire and Havant Councils are at the forefront of public sector transformation. One of the first partnerships to implement a shared Chief Executive and management structure, we have gone from strength to strength, enabling both Councils to pursue our own strategies while securing high quality services and savings.
As our Head of Finance, you will be joining a dynamic senior leadership team, sharing the ‘can do’ ethos that plays a key role in achieving our corporate priorities, even during a period of crucial change as the two councils evolve.
As a fully qualified accountant with a proven track record of delivering results, you will have the opportunity to work closely with the Director of Corporate Services. Applying your expert technical and statutory knowledge, and your ability to manage contractual relationships, you will play a significant role in further developing self-service skills and embedding financial knowledge into the Councils, in conjunction with our partner, Capita. You will be the day-to-day manager/liaison officer for the outsourced finance service.
Your blend of public sector accounting background and commercial focus will mean you are pivotal in delivering savings and income across both Councils. Driving financial sustainability, you will coordinate reporting of actuals, forecasts and budgets through the outsourced finance team, establishing budgeting and statutory timetables and reporting through Cabinets, Councils and Audit Committees.
In return for your hard work and contribution, we can offer you a competitive salary, support for your continuous professional development, generous annual leave, free parking, free tea and coffee, leisure centre discounts, membership of the Local Government Pension Scheme and more.
