An exciting new Traffic Manager opportunity at Lincolnshire County Council
We are looking to recruit a Traffic Manager to join our Highways team and be responsible for the development and management of the Traffic Management Service. You will be responsible for, the Lincolnshire Permit Scheme and Street Works Service, Civil Parking Enforcement and Events Management.
About the Role
As the Traffic Manager you will develop and implement strategies, policies and procedures to deliver the requirements of the Traffic Management Act. You will ensure the correct co-ordination of all road work activities by internal / external bodies including acting for the Highway Authority under the New Roads and Street Works Act (NRSWA) and represent the Authority regionally on Traffic Manager and NRSWA groups.
You will be responsible for the management of the highway network ensuring safe public accessibility, controlling access by third parties and including the promotion and application of Traffic Regulation Orders including the reporting and technical advice to our members and respective committees.
Key duties and responsibilities
To shape and deliver Lincolnshire's traffic management service taking full account of policy, budgets, programme requirements and local pressures as well as:
- Responsible for the Traffic Management Service.
- Responsible for managing a significant budget.
- Responsible for Health and Safety matters, including leading for your service area.
- The development of strategies and policies for your areas of responsibility.
- Responsible for a large team based in offices around the County.
- The public interface for all traffic management related matters including media.
- Participate in an on call rota to provide cover to deal with occasional emergencies as required.
- You will be required to drive as part of your role therefore a full UK driving license is essential.

All about you
You will be an incorporated and/or Chartered Civil Engineer or equivalent with IOSH accreditation. You will be management accredited in the Construction Skills Certificate Scheme and will have attained detailed knowledge, practice and application of the relevant highways legislation to develop and deliver an outstanding traffic management service for Lincolnshire.
You will have demonstrable experience of working effectively in the following areas:
- Developing collaborative partnerships with stakeholders and the ability to establish credible relationships across our partner organisations and effectively influence those relationships.
- A credible and motivational leader as well as a successful negotiator of change.
- An innovative and creative thinker.
- Ability to successfully manage and monitor a budget of significant value.
- Experience and awareness of operating within a political environment
- Successful negotiation skills.
- Attained commercial and contract management skills and experience.
