This role is critical in providing senior leaders and politicians with the information and business intelligence needed for effective leadership, governance and decision making.

This analyst role calls for experience/expertise in working on the public health substance misuse and criminal justice agenda with knowledge of related datasets and analytical approaches. A large part of this role will be to support the head of health and wellbeing on this agenda, with analytics and performance including working with providers to advise and quality assure performance across the system. The role may also involve liaison with partnership organisations including the NHS, Police and Prisons whilst also working closely with service users.

The post holder will have technical ability in the interrogation and manipulation of data and, ideally, the use of statistical techniques.

Post holders will be required to employ a range of data visualisation and analysis techniques in their work. Typical tasks will include: scoping and development of system / reporting requirements; 'deep dive' analyses; mapping; and predictive analytics such as population and demand forecasting or risk stratification, for example. This will require working with a wide range of data and evidence sources, including local, partner and open sources for the development of services and products to agreed service standards.

Accountabilities

* Responsible for providing Senior Leaders and stakeholders with the information and business intelligence required for effective leadership, governance, commissioning and decision making.
* Responsible for using a range of sources and analytical techniques to produce high quality analysis, giving clear recommendations for action to improve outcomes for local people and/or organisational effectiveness.
* Responsible for using understanding of the business, its processes, data and priorities and applying analytical techniques to present, communicate and disseminate analytical products effectively, appropriately and with high impact.
* Responsible for leading and developing predictive and other analytical projects to enable stakeholders to understand and proactively manage demand for council services and support the prioritisation of resources.
* Responsible for embedding and providing forward looking insight on the performance of ECC's strategic priorities by aligning predictive analytics with performance reporting frameworks.
* Working collaboratively with stakeholders, analysts and researchers to scope requirements and develop robust insightful products that enable colleagues to understand current and future needs, demands, trends and supply across geographies.
* Responsible for using intellectual curiosity to proactively explore areas and provide useful, timely analysis that enables the organisation to focus on demand management and prevention, as well as 'whole systems' integration.
* Responsible for producing high quality analysis that draws on a range of sources and uses the most appropriate medium to visualise data to tell compelling and actionable stories with clear recommendations to improve outcomes for local people or organisational effectiveness.

Knowledge, Skills and Experience

* Educated to degree level or equivalent by experience.
* Evidence of continuing professional development and knowledge in relevant professional area.
* Experience of having worked within local government or public sector environment would be preferred, and in addition to the technical skills required in this role, it is desirable that the post holder has specialist knowledge of a business area within ECC.
* Practical experience and knowledge of a range of quantitative and qualitative analytical tools, with examples of having produced recommendations that led to improvement.
* Knowledge and understanding of the practical implementation of the Data Protection Act, in relation to handling data for analytical and research purposes.
* Experience of presenting data and analysis in a creative was, utilising a range of data visualisation techniques to communicate complex messages simply to a range of audiences.
* Excellent collaboration and communication skills and experience of working as part of multi-disciplinary teams and in a matrix environment.
* A self-starter with the ability to manage and prioritise own workload in a busy environment.
