Job Purpose

The Intelligence Manager is part of a leadership team delivering excellent quality and insightful research, analysis and management information to support commissioning and underpin effective decision making by senior leaders to enable them to shape current and future service delivery. The role works collaboratively with senior colleagues, finding solutions to business intelligence problems to ensure business needs are met.

The role leads a technical specialism of data & analytics and managed a team of specialists to ensure the continuous development of the Council's intelligence skills and capability.

The role demands a significant level of technical expertise and the ability to contribute to the ongoing development of the service by developing their professional guild and advancing its technical capabilities.

Service/Functional Accountabilities

* Responsible for providing business functions with insightful, proactive research, analysis and evidence based recommendations that support the achievement of strategic priorities identified within the organisational plan and functional business plans.
* Responsible for leading a professional "guild" (or technical specialism) in the Intelligence service, contributing to the ongoing development of the service by developing the staff within the guild to advance its technical capabilities.
* Responsible for keeping abreast with advances and best practice in their technical area of expertise and proactively developing opportunities to use cutting edge techniques to help solve business problems and provide insight.
* Responsible for ensuring the council's performance management framework is fit for purpose and for making management information accessible so senior leaders can hold internal and external providers to account.
* Responsible for providing the Council with the latest intelligence to manage risk and target resources effectively, reduce avoidable demand and influence behaviour change to improve outcomes for the local population.
* Responsible for conducting analysis and research that tests existing assumptions, seeks to understand lived experience and provides a firm evidence base to shape new thinking and make decisions.
* Responsible for providing a research governance framework and advice service to ensure research and statutory consultation is carried out in a meaningful and ethical manner.
* Responsible for providing and promoting the use of an Insight and Innovation procurement framework to enable the council and Partners to commission additional research capacity and/or capability promptly as required and at best value.
* Responsible for building effective and beneficial internal and external relationships and networks within their area of technical specialism.
* Specific individual and shared targets and objectives are defined annually within the performance management framework.

* Educated to degree level or equivalent by experience.
* Evidence of continuing professional development and expert knowledge in a relevant technical area.
* Significant experience of undertaking research, analysis and/or providing an intelligence service to a large complex organisation with demonstrable experience of successfully delivering high quality research and analysis that impacted on strategic decision making, preferably in local government.
* Experience and understanding of implementing organisation-wide performance management frameworks
* Significant experience of leading and motivating a multi-disciplinary team to deliver positive outcomes.
* Extensive knowledge and experience using quantitative and qualitative techniques.
* Extensive knowledge of data protection regulations to ensure compliance with legal obligations and a deep understanding of the legislative framework in which the Council operates.
* Experience of delivering public services in a complex, multi-stakeholder environment with demonstrable experience of working in a political environment, skills in understanding and responding to different perspectives and taking a cross organisational perspective.
