Children’s Services in Norfolk are on a rapid upward trajectory. We are looking for a new senior leader who can maintain and accelerate our improvement momentum, bringing the skill, challenge and new thinking that will drive us to become a consistently good and outstanding authority in all areas.

We have established a highly ambitious and successful transformation and improvement programme and this role is at the heart of it. We already have lots to be proud of; our new ‘front door’ model has just been glowingly endorsed as ‘transformed’ by Ofsted, our new edge of care services are reducing the need for children to be looked after and we have just secured a multi-million pound investment in our core social care service model.

However, the job is not yet done. The challenge of achieving consistently high standards in all aspects of practice for children across all teams remains and we are looking for a key strategic officer to support the Children’s Services Leadership Team in achieving that consistent quality. The right candidate will bring a depth of knowledge about practice and performance in Children’s Social Care and family support services, will be crystal clear about ‘what good looks like’ and will know how to support our teams to get there.

Core function of the role will include developing and maintaining a quality framework, leading the Children’s Services performance and IT systems functions, providing the department with high quality data and analysis and acting as the lead expert on internal inspection and regulatory frameworks. But more than this you will be the point of reference for our leadership team about where we are succeeding for children and where we are not. You will need a forensic ability to interrogate performance, the confidence to challenge and very strong influencing and leadership skills to bring about improvement across our teams.

You will have a management or leadership qualification with evidence of continual professional development and expert knowledge in a relevant professional area and ideally a social work qualification. Above all, you will have extensive experience of working as a leader in a large and complex organisation with a proven track record of enabling and supporting a high-performance culture.
