The Highways Service is responsible for the maintenance, development and improvement of the network and infrastructure across the City and we have ambitious plans over the next few years to continue to improve connections, this includes a growing portfolio of major projects in the region of £150m. In light of the scale and ambition of these plans, investment and growth in the City the Highways Service is part way through a transformation programme to ensure we are fit to deliver against the ambitious agenda, as part of this we are in the early stages of developing a Programme Management Office (PMO). We are looking for an experienced Head of PMO to lead this work and develop and embed the PMO function for the Highways service. 

As the Head of PMO, you will define and maintain standards for project management within the Highways Service. This includes the implementation and sharing of best practice as well as the development and application of project procedures, tools and techniques. You will provide guidance, support and insight on the portfolio work works and act as a source of programme and project information, dashboards and metrics. You will have effective leadership, interpersonal and communication skills. You will be a member of the Highways Wider Leadership Team and through your natural ability to collaborate and bring people together you will play an instrumental part in developing a partnership culture within and beyond Highways. 

Responsibilities include:

  • Developing and implementing and embedding all aspects of a Programme Management Office - including frameworks, collateral, tools, performance reporting, standard project management methodology and financial and resource planning
  • Leading and managing the PMO function and team and improving programme and project visibility and assurance through effective reporting arrangements
  • Financial and workforce planning and forecasting, ensuring the most effective use of resources and managing and mitigating risk
  • Developing positive relationships and collaborative working
