About the opportunity
We are looking for an enthusiastic Inspection and Enforcement Officer to join our busy Inspection and Enforcement team.
This is a varied role and duties include providing proactive programmed highways inspections and other related highways services covering Utility activities under NRSWA, highways enforcement and enforcement of waste management legislation.
Who we are
You will join a close-knit, friendly and dynamic team that are responsible for providing efficient and proactive services. The team consists of 13 members in Wandsworth and 11 members in Richmond.
The post is currently based in Wandsworth but as you will be working under the Shared Staffing Arrangement between Wandsworth and Richmond Councils you must be willing to work over both boroughs if required.
Providing proactive cyclic highway inspections and other related highway services covering Utility activities under NRSWA, abandoned vehicles, highway enforcement, enforcement of waste management legislation.
- Investigate, obtain evidence and report on offences.
- Issue Fixed Penalty Notices (FPN’s) Defect Notices and Penalty Charge Notices (PCN’s) for offences.
- Undertake site visits, enforcement duties including the despatch of warning letters, interviews under caution, preparation of Section 9 statements and submission of these documents to the Borough Solicitor for raising a prosecution.
- Inspect licensed and unlicensed highway activities such as skips, building materials, hoarding and scaffold licenses, conveyors, and issue Fixed Penalty Notices for licence infringements as necessary.

- You will have confidence in using computer systems including MS Office software.
- You have the ability to deal sensitively with residents, councillors, utility companies and other statutory bodies with the highest standard of customer care in potentially confrontational situations.
- You must be assertive with good interpersonal skills and have a pragmatic approach to problem solving and conflict resolution.
- You must hold a current NRSWA certification and have knowledge of or the ability to gain knowledge of the following:
- New Roads and Street Works Act 1991;
- The Traffic Management Act 2004;
- The Control of Pollution Act 1974;
- The Refuse Disposal (Amenity) Act 1978;
- The Environmental Protection Act 1990;
- The Highways Act 1980;
- The Clean Neighbourhood and Environment Act 1990;
- The Town and Country Planning Act;
- The London Local Authorities Act and Borough Byelaws.
