Six-figure salary negotiable on experience

At Cheshire East, we have an ambitious transformation agenda, building on a firm foundation of high performing service delivery.

Home to nearly 400,000 people, Cheshire East is one the biggest unitary authorities in the Northwest. Our aspirations are broad and we’re closer to realising them every day. For progressive, talented leaders, Cheshire East is a hugely exciting environment. Here, you’ll be well supported and free to set high standards and lead a Programme of ambitious change.

Our transformation and improvement journey has been refreshed in the last 12 months. We’ve invested heavily in improving the culture of the organisation and in the leadership team, including a new Chief Executive. We now need a Director – Governance & Compliance (Monitoring Officer) to support our ambitions in this critical senior role. It’s your chance to advise at the highest level and shape new governance arrangements while upholding democracy and excellent standards. At the same time, you’ll lead a number of key departments: Legal Services; Governance & Democratic Services, and Audit and Business Risk as part of a Corporate Services Directorate.

We’re looking for a talented leader who is comfortable working at a strategic level as well as someone with a track record of sound operational management. To join us, you must be degree-qualified (or equivalent) and an expert in local government legislation and experienced in taking on the statutory role of the Monitoring Officer. You’ll be a qualified Solicitor or Barrister. Whatever your background, you’ll be a robust, professional leader who can deliver audit, legal, governance and compliance frameworks through specialist teams. We’re committed to working together for a brighter future –and we expect you to be too. Through teamwork, we’re creating a better Cheshire East for all. If you’re looking for your next challenge and want to share your expertise, we’ll give you the chance to really make a difference as part of an exceptional team.

Company

As a low cost, high performing local authority, Cheshire East Council is responsible for providing more than 500 local public services to over 378,000 residents.

We employ around 3,500 staff and they are our most important asset. Getting our organisational culture right has been a real focus for us over the last two years.

In 2017 the council asked the LGA to undertake a review of workplace culture. We've addressed the recommendations of that review through a comprehensive, organisation-wide programme. We now have a clear vision for the workplace, a set of values and behaviours and an employee deal that have been agreed by staff and members across the organisation.

Our organisation is financially independent and we have a particular focus on enabling residents and communities to become more self-sufficient.

“Working for a brighter future together” is our promise and speaks about our ambitions and our hopes, and those we share with our communities and partners. Our priorities are shaped by a clear vision for our organisation and Cheshire East the place and set out in our Corporate Plan and our strategies for people and place services.

Our journey continues to ensure that Cheshire East Council is a great place to work, where staff are well led, feel valued, have a shared purpose and succeed together.

Leader of Cheshire East Council
Councillor Rachel Bailey

We are an aspiring, high performing organisation which seizes opportunities for the benefit of all our residents, businesses and visitors. We have an ambitious corporate plan, a thriving economy, beautiful surroundings and close network with our partners to enable the absolute delivery of successful outcomes for our local authority.

We are on a journey and understand there will be many challenges along the way. But if you are successful at securing one of these exciting roles, you will be given an unparalleled platform, to be part of our new vision and help shape our plans – working for an even brighter future together.
