The Resilience Advisors, who will report to the Emergency Planning Manager, will be responsible for driving forward the continuous improvement of the Council’s preparation for, response to, and recovery from, civil emergencies and business interruptions. 

The posts will be responsible for interpreting and applying the relevant legislation and guidance, they will lead on resilience capability development, including the design and delivery of training and exercising both internally and externally with other resilience partners.

The Council’s response to Covid-19 has involved opening the Borough Emergency Command Centre (BECC) to deal with the on-going emergency, throughout the response to Covid-19 the Organisational Resilience team have also had to ensure that a non-Covid emergency could also be responded to if needed.

The next twelve months will be an extremely busy period as the Council looks to return to business as usual whilst dealing with the challenges that Covid-19 has brought with it. As we move from response to recovery there is a lot of work ahead for the Organisational Resilience team and it’s an exciting time to be part of a unique and ever-changing situation.

Job Title: Resilience Advisor - Contingency Planning x 2 

Purpose of Role:

The Resilience Adviser provides advice and guidance to all members of the Council’s emergency response arrangements to enable them to fulfill their roles effectively and efficiently.

They will work most closely with Council Gold and Council Silver and represent them as appropriate, in the planning for and response to, emergencies within the Borough and Regionally.

The Resilience Adviser is a contingency planning professional with a wide knowledge of the Local Authority’s and London’s Regional emergency response and recovery arrangements.

Their role in emergencies is to:

Provide advice to management and those responding as part of the Council’s emergency arrangements in place within Barnet;

Provide advice about Council and regional plans and arrangements;

Provide advice about working arrangements with multi-agency responders and assist Council Silver/Gold with decision making.

Their role otherwise is to:

Lead on Business Continuity and Contingency Planning, taking day-to-day responsibility for ensuring the borough is prepared for any emergency.

Assist the Corporate Management Team and Directors with corporate and Service business planning respectively, that reflects national and regional guidance, professional standards, best practice guidelines and evidence.

They will be part of the Council’s duty Resilience Advisor rota.

Key duties and responsibilities:

  • To act as the Council Resilience Advisor in emergencies and take part in the out of hours Resilience Advisor on-call rota.
  • The post-holders will be responsible for the maintenance of the council Business Continuity plans, procedures and systems, Business Continuity in the Corporate Risk Register, Corporate Business Impact Analysis and Priorities and in doing so work with and give advice to the council’s Corporate Management Team.
  • To liaise with the Council’s Risk Management function in preparation of the above.
  • To lead in providing training, advice, and support to managers to enable them to produce and improve the resilience of their service.
  • To assist the Emergency Planning Manager and Head of Organisational Resilience in the development and delivery of a programme of testing and exercises to validate business continuity plans in line with the Council’s agreed training and exercising cycle.
  • To lead on the identification of lessons from business continuity incidents, the incorporation of lessons learnt into BC planning thereby ensuring continuous improvement.
  • To assist the Emergency Planning Manager and Head of Organisational Resilience with contingency planning arrangements including, maintenance of plans and supporting arrangements including training and exercising.
  • To assist The Emergency Planning Manager with the maintenance of the Barnet Borough Resilience Forum (BRF) Risk Register and work closely with members of the Barnet BRF.
  • To undertake any other duties consistent with the basic duties and/or objectives of the post and which are appropriate to the grade.

Key skills:

  • The post holder must have excellent organisational and analytical skills are required to problem solve and effectively manage competing deadlines.
  • The post holder will have strong communication and interpersonal skills to convey complex information clearly and efficiently and build effective working relationships with key stakeholders amongst the Council and its partners.
  • The post holder will be required to develop and prepare consultative and information reports to effect necessary change resulting from internal and external influences relating to preparedness planning and resilience and the Councils ability to respond to and recover from business interruptions and emergency incidents.
  • Excellent organisational and analytical skills are required to problem solve and effectively manage competing deadlines. Strong communication and interpersonal skills to convey complex information clearly and efficiently are essential, along with the ability to build effective working relationships with key stakeholders among the Council and its partners.
  • Candidates will need experience of working in the contingency planning and business continuity fields, with a thorough understanding of the Civil Contingencies Act 2004, Resilience Standards for London and knowledge of the London wide resilience structure and LLAG arrangements.
