The London Borough of Barnet is one of the largest boroughs in London. The borough was formed from parts of the counties of Middlesex and Hertfordshire. Serving a population of nearly 400,000 residents. A Employment & Skills programme Manager vacancy has arisen within the Growth Directorate at an exciting time for Barnet Councils.

This role is to provide high quality and effective leadership and strategic coordination of council initiatives aimed at supporting residents to develop their skills and find sustainable employment, particularly those residents who are vulnerable or in priority groups/neighbourhoods.

You will lead a wide range of projects and service development initiatives designed to support delivery of the council’s employment-related priorities, working in partnership with relevant internal and external stakeholders and help determine and guide priorities for expenditure of Section 106 Employment and Skills funds.

You will lead effective commissioning of employment services in line with the council’s Growth Strategy 2020-2030 by drafting tender documents, developing quality assurance arrangements, and managing contracts on an ongoing basis and oversee the efficient and effective delivery of apprenticeships, training and other skills promotion activities delivered through development in the borough.

You will lead work to secure external funding for employment initiatives across the borough, including identifying bidding opportunities, coordinating project development, securing financial contributions and writing bid submissions and support the further development of the service through evaluation of existing initiatives and programmes and identification of good practice/innovation within the sector.

We are looking for someone who is:

  • An understanding of research methodologies and information sources relevant to employment, skills, economic development and the legislative, funding, and policy frameworks within which the service operates, including relevant Government priorities and expectations and new challenges.
  • An understanding of unemployment and social exclusion in disadvantaged, multi-racial communities.
  • Experience of successfully developing funding bids and commissioning employment (or similar) services.
  • Experience of devising all documentation required to deliver procurement activity e.g. evaluation methodology and criteria, contractual requirements, and service specification.
  • Experience of mobilising complex project funding agreements and establishing contract management/reporting processes.
