How we commission is changing in Solihull MBC. Moving away from a shared service with the CCG, we will now be working towards a culture of excellence, building a high-performance team that aspires to deliver our responsibilities using best practice in commissioning for better outcomes.  We will be supported in this goal by Organisational Development, drawing on the continued partnership with the Institute of Public Care.  We will select a suitable model and work towards this over a 12-month development programme.

The Role

The postholder will contribute to the delivery of high-quality strategic planning for Adult Care and Support, developing a comprehensive understanding of local needs for care and support, capacity in the local care market, and workforce sustainability. 

Under the direction of the Strategic Commissioner, the Strategy and Planning Manager will lead the delivery of a range of allocated commissioning projects to deliver the priority developments identified. 

Produce or contribute to commissioning strategies and plans, ensuring timely delivery and with full regard for quality, value for money and customer satisfaction.

Lead on the production of business cases and development of options appraisals to inform decision making for the commissioning of services for adults with care and support needs.

Work closely with corporate technical experts to apply appropriate specialist support at all stages of the commissioning cycle, including data analysis, finance, procurement, legal and communications.

The Person

You will be a creative thinker with the needs of the customer at the heart of everything you do.. Experience of commissioning and / or contract management within health or social care is preferred but not a necessity. Knowledge of National Policy /guidance relevant for commissioning sector and how it is applied. Experience of partnership working and working across organisational boundaries. Experience of leading change in services e.g. Service redesign. Knowledge of business intelligence methods in order to understand and interpret data and statistics. Ability to create high quality and detailed reports for both internal and external use, including elected members and other accountable bodies.
