Our Assistant Director - Capital Delivery will be responsible for planning, driving forward and delivering Surrey County Councils ambitious Capital Programme and  transforming operations to provide excellent services to the residents of Surrey, as set out in our Community Vision for Surrey by 2030.

Reporting to the Director of Land and Property, you will deliver Surrey County Council’s Capital Programme and Major Projects, in line with the Council’s Asset and Place Strategy, affecting the Council’s £1.2 billion asset portfolio. You will regularly report on all aspects of the programme and provide professional advice to the Council’s Leadership Team and Cabinet Members to clearly demonstrate outcomes which meet the Council’s objectives. This will include financial transparency, forecasting, delivery outputs and budgetary management alongside key stakeholders.

This role is integral to the Council achieving the desired step change in both culture and approach to modernising services and responding to ongoing challenges. Our Assistant Director – Capital Delivery will be expected to provide strong leadership, direction and guidance regarding the allocation of resources, the financial outputs, risk management, change management and management behaviours when leading on these services.

The Opportunity

This is a unique point in time for Surrey County Council. You will be joining our new Land and Property team at one of those rare moments when major ambitions are matched with the right conditions and opportunity to realise them.

Our ambition is to ensure our property supports our service delivery and we have to get the strongest foundations in place first.

This means establishing the best team with the skills, attitude and drive to shape our place strategy and ensure assets are working effectively to support the delivery of important, often life-changing services. It’s also crucial that we explore better use of our assets to generate income that can be used to support ongoing improvement and provide further investment opportunities to help Surrey thrive. We want our Assistant Director – Capital Delivery to be able to demonstrate a successful record of embedding transformation of property services, to be collaborative and customer-focused and to thrive on the challenge of working at pace to deliver major change and improvements, giving us with the best platform for success.
