About Us:

Celebrating and preserving the unique cultural and environmental character of the borough is a major focus of this department, which includes Planning and Borough Development, Transport and Highways, Libraries, Environmental Health, Community Safety and Cleaner, Greener and Cultural Services.

Kensington and Chelsea is one of London’s most vibrant and densely populated boroughs, with a multitude of beautiful buildings, museums and parks.  The planning team ensure any new building projects are undertaken with consideration to our residents, as well as our skyline.

If you are passionate about the environment, and the support services required to keep it safe, clean and green, take a look at our vacancies and join our dedicated team.

The Role:

Our Building Control Service has undergone significant transformation over the past two years, with the service undertaking over 600 new projects a year, as well as a range of technical consultancy services in fire and structural safety. RBKC building control projects have received regional and national recognition at the LABC Building Safety Awards, with increased market share enabling the trading account to achieve full cost recovery over the past two years.

We are looking to recruit up to two Senior Building Control Surveyors to join the service adding their technical and professional skills to our team of 14 technical staff.

You will be expected to act as project surveyor on a range of domestic and commercial projects, including working under supervision with a Level 6 surveyor on certain complex and high risk projects.

The team operates in a highly competitive marketplace and we aim to provide a high-quality and impartial Building Control service.

For more information on the role, please see the Job Description

About You:

You will be a chartered surveyor with the knowledge and experience to be assessed as Level 5 in the LABC competency matrix.

With previous experience on a range of domestic and commercial building control projects, you will have a wide depth of building control knowledge including up-to-date knowledge on the building regulations.

You’ll have excellent time management and communication skills, with a strong public service ethos.

Role Requirements:

Project Surveyor for building control applications assessed as requiring a level 5 surveyor or lower. Undertake plan checking, site inspections and all necessary consultation as part of the project surveyor role. Responsible for issuing all necessary building control approvals for the application, in accordance with the requirements of legislation and the Council’s policies and procedures.

Under supervision by a level 6 surveyor, undertake plan checking, site inspections and all necessary consultation on building control applications assessed as requiring a level 6 surveyor.

Act as Dangerous Structure Engineer (DSE) for the Council, attending dangerous structure call outs (including out of hours), liaising with the emergency services and other council services in ensuring public safety.

Enforce compliance of the building regulations including issuing enforcement notices; undertaking court appearances and preparing witness statements.

Support the development and implementation of an innovative, growth focused commercial strategy focusing on existing business and emerging markets.

Represent the service at all levels within and external to the Council and develop excellent professional relationships with service users based on the principles of partnership, co-operation and customer care.

We work in partnership with Hampshire County Council (HCC) who deliver many transactional services on our behalf. Although most communications will be from HCC, all selection and appointment decisions will be made by RBKC. Certain services are shared across more than one Council area to nearby neighbouring Authorities. This enhances delivery and reduces costs. Your recruitment information will advise if your remit extends beyond RBKC.

We will primarily contact candidates by e-mail throughout the recruitment process, please monitor your email junk / spam folder as our system generated emails may be allocated to these folders by your email settings.

We engage our staff with a variety of learning types including face-to-face and virtual learning because we want to ensure our staff understand our values and behaviours, grow their skills and develop their careers.
