Job Purpose

In support of the delivery of Inclusive Economic Growth, Essex County Council's (ECC) work on the skills system will aid increased employment rates in higher quality roles for Essex residents, demonstrate the benefits of Essex's strategic location to large employers and enable increased quality of life and wellbeing for residents.

The Participation Tracking Team work to prevent long term disengagement of young people from education, training and the workplace, following up and referring young people who are identified as NEET (Not in Education Employment or Training) to the Employability and Skills Team.

This role will require data input skills with high levels of accuracy, good attention to detail, an understanding of issues affecting young people identified as NEET and the ability to work collaboratively.



Service/Functional Accountabilities

  • Responsible for confirming and recording all young people resident in Essex aged 16 - 18 (cc.32000) education, employment or training status, compliant with the Local Authorities statutory responsibility for the monitoring and reporting of Raising of Participation.
  • Contribute to the follow up of young people identified as NEET, maintaining currency of data to enable referrals across the Skills team to contribute to the best overall outcome for young people resident in Essex.
  • Responsible for ensuring compliance with data recording legislation and guidance and accurately capturing and recording data incompliance with set performance indicators.
  • Work collaboratively with stakeholders to define requirements and achieve timely collection of data and delivery of statutory reporting.
  • Provide departmental advice and guidance to stakeholders and partners, in respect of tracking young people identified as NEET.
  • Deliver high levels of customer service, ensuring consistency and adherence to designed outcomes and agreed service levels.
  • Maintain individual caseloads, regular cross border checks and referrals with Local Authorities, utilising a creative approach to tracking methods.
  • Work in partnership with TPS and Youth Service colleagues, to support the progression into EET for those with identified special educational needs.
  • Specific individual and shared targets and objectives are defined annually within the performance management framework.


Skills, Knowledge and Experience

  • Educated to RQF Level 2 (GCSE) or equivalent by experience.
  • Ability to develop skills and experience within role.
  • Working knowledge locality support availability within Essex.
  • Experience of data input and translating outputs into management information. Working knowledge of data protection policies and procedures
  • Understanding of the needs of young people identified as NEET.
  • Highly effective interpersonal and communication skills, acting as the first point of contact for young people, parents and outside agencies and able to confidently liaise with senior leaders across a variety of education settings.
  • Experience of working collaboratively to achieve joint outcomes, with evidence of managing own workload.
  • Experience of a solution based approach, reflective of statutory reporting requirements.
