Essex County Council continues to review its ways of working during the ongoing Covid-19 pandemic. We continue to work within adult social care with a focus on "digital first", where the default position is, where possible, for our staff to work from home (this is continuously reviewed). All candidates applying to Adult Social Care will be expected to join on a 12-week rota on a 6-day shift pattern and this will include some weekend work. However, we still promote flexible working and a flexible work pattern can be discussed. ECC Adult Social Care, through effective practice, is moving towards a transformational shift from a focus on long-term care support, to a model with four key principles :- prevention; early intervention; enablement and safeguarding. This will enable people, their families and carers to be able to access information and tools to live healthily and independently. Providing an opportunity to respond pro-actively to growing service demand in a sustainable way, within the financial constraints of the Council.
This role is focused on providing professional, specialist knowledge and delivering operational practice to people with a Learning Disability and/or Autism across and outside of the county of Essex. Support will be centred on evidence based practice, working with other professionals across both Adult Social Care and Children and Families services to ensure the development, maintenance and dissemination of exemplary professional behavioural standards of practice throughout the services, in both the public and private sector.
* Responsible for providing a defined service to people with Learning Disability and Autism both internally and externally.
* Responsible for effectively managing complex cases and provide behavioural guidance, support and expert advice to social care staff, other professionals including Education and providers to ensure the behavioural needs of individuals are met.
* Responsible for behavioural and/or functional assessments, analysis, schemes and proposals, utilising external professional and specialist knowledge, ensuring additional consultative support, where appropriate, to meet behavioural needs and requirements.
* Responsible for facilitating individual choice and empowerment by undertaking early intervention and prevention, promoting independence as far as possible, applying behavioural knowledge and skills for individuals who have complex behaviours that challenge the provision of other services.
* Work collaboratively with stakeholders, partners and voluntary agencies ensuring a multidisciplinary approach to all aspects of service delivery and ensure facilitation of authorisation and purchasing of services, for both short term and long term needs as identified by the service user and carers.
* Ensure compliance with relevant legislation, policy and guidelines on safe working practices to ensure risks assessed and mitigated regarding individuals who may present risk to themselves or others.
* Responsible for ensuring providers deliver individual and bespoke support and training to support those with learning disabilities and behavioural issues to meet individual requirements and maintain services.
* Responsible for ensuring consistency and effectiveness in the development and application of behavioural guidelines and behavioural support plans as agreed at multidisciplinary and/or safeguard meetings with an emphasis on measurable outcomes and delivery of performance.
* Work collaboratively with other professionals to identify and meet people's needs and to jointly develop services e.g. Social Care staff, Essex Equipment Service, Health Care Professionals, District Councils, Housing Teams, Home Improvement Agencies, Education and other providers.
* Responsible for providing high quality data and recording ensuring that the information is timely, accurate and complete to ensure the service meets all statutory recording requirements.
* Responsible for the effective design and delivery of training relating to the outcomes of the role.
* Specific individual and shared targets and objectives are defined annually within the performance management framework.
Experience / Qualifications* Educated to degree level in Intellectual and Development Disabilities or a suitable alternative subject e.g. Psychology and a professional qualification in Behavioural management; with evidence of continuing professional development.
* Experience within a social care setting with evidence of challenging social and family situations.
* Strong communication skills and an ability to develop a rapport and engage with diverse groups of individuals.
* Developing strong relationships with partners, other agencies such as Education, providers and the local community to achieve joint objectives and offer a supportive framework for children and vulnerable adults.
* A good level of knowledge and experience for adults and children within the field of Learning Disabilities and/or Autism.
* Evidence of working with complex caseload that is underpinned by evidence-based practice.
* Access to a vehicle and a full driving license.
