The Role:

Working as part of the Council’s Procurement Service you will lead the delivery of lower value/less complex tenders or quotations, work as part of a team with others to support more complex/high risk or innovative tenders and provide advice, support and training to officers undertaking procurement projects within the Council.

This is one of several posts in the Procurement Service that work flexibly to support the commercial needs of the Council. You will be expected to demonstrate a degree of commercial awareness and technical expertise across a range of different procurements, contract standing orders, Public Contract Regulations, Supplier and Contract management. 

You will gain exposure to a modern and effective procurement service how it supports residents, communities and businesses in delivery of best value and ensuring compliance with internal governance, public contract regulations (PCR) 2015 as well as contract law.

You will work towards the Commercial Procurement and Supply Level 4 apprenticeship standard.

About You:

Candidates will have achieved a pass in English and Maths at Level 1 or above, GCSEs or equivalent.

Essential Skills:

  • Proven delivery skills and experience of working to tight, pressurised deadlines;
  • Knowledge of procurement procedure and an awareness of contract law, risk management and contract management;
  • An ability to compile a quotation/low value tender to achieve the customer’s desired outcomes;
  • An ability to add value for the customer;
  • Excellent written and verbal communication skills including report writing;
  • Comfortable working with computer applications, and MS Office

Role Requirements:

The Procurement Apprentice will:

  • Lead low/medium value quotations tenders through all stages of the process from initiation (Gate 0) to contract review (Gate 3)
  • Provide commissioners or other clients with pragmatic and informed advice on compliance with contract regulations, public contract regulations and contract management
  • Use your knowledge or expertise, or desktop research to ensure you understand the product or service you are involved with, understand the constraints, opportunities and how best to procurement the requirement
  • Work collaboratively with legal and other subject matter experts to develop the form of contract, special terms and conditions, KPI’s and appropriate contract management and governance requirements
  • Prepare a procurement plan that describes your procurement findings and recommended approach
  • Understand how social value might be secured through the procurement
  • Ensure that requirements of the Council are understood, then transferred into specifications and outcomes are expressed in a meaningful way, that assist in delivering best value
  • Develop evaluation models to achieve the desired outcome and best value for money, while meeting the needs of the residents
  • Ensure compliance with all legal and Council requirements and policies
  • Support the mobilisation of the contract prior to handover at Gate 3
  • Attend project review meetings as required
  • Ensure effective communication and engagement with stakeholders and partners (including external suppliers)
  • Assess and manage the risk associated with each activity
  • Keep aware of relevant policy, best practice and legislative changes
  • Assist in co-commissioning practices to develop contract requirements and include residents in commissioning and procurement activity
  • Use the e-procurement tools as required by the council as well as becoming an expert user of the system
  • Design and management of quotations/less complex tenders or quotations to a successful conclusion
  • Deliver the required service and commercial outcomes within agreed timescales
  • Enhance the reputation of the Procurement Service and the Council as a knowledgeable and astute commercial operator
  • Mitigate risk and compliance through adherence with local policies standards

We work in partnership with Hampshire County Council (HCC) who deliver many transactional services on our behalf. Although most communications will be from HCC, all selection and appointment decisions will be made by RBKC. Certain services are shared across more than one Council area to nearby neighbouring Authorities. This enhances delivery and reduces costs.
