The Opportunity

Essex is a diverse county which provides lots of scope when looking at employment and skills opportunities. The Skills unit specialises in developing the skills ecosystem to respond to employers needs and the wider economy.
The Commissioner for Skills Development position is an exciting opportunity to join our dynamic team. This role is essential in enabling us to understand barriers to employment for local people; examine the skills shortages facing businesses and develop responses with partner organisations to address these. This permanent position is well suited to an individual that is enthusiastic, self-managed, resilient and has a positive attitude.
The position is based in the Skills unit which is part of the Economic Development team. You will work closely with all areas of the post 16 education, industry leaders, company CEOs and industry bodies to ensure support for ECC's work and determine how the skills system change can be enabled.

Knowledge, Skills and Experience

* Leading ECC's industry intelligence function to influence and change the skills and training system to make it more responsive to employers' needs and the wider economy.
* Accountable for ensuring the analysis of skills needed by the economy, future growth and employment opportunities is undertaken to identify trends and opportunities for ECC to develop and influence responses.
* Responsible for building and maintaining relationships with industry leaders, company CEOs and industry bodies to ensure support for ECC's work and determine how system change can be enabled (working closely with the Sector Development team).
* Supporting the development of projects and commissioning responses to key employability and skills issues facing Essex in order to address major issues and the need to increase the technical skills of the Essex workforce.
* Work collaboratively to develop key relationships at a senior level (including government departments and agencies) and with the South East Local Enterprise Partnership to secure buy in and funding for ECC workstreams.
* Responsible for using knowledge of government policies, (inter)national strategies and research and their impact on Essex in order to help formulate commissioning plans.
* Responsible for using intelligence and relationships to lead the development of proposals for commissioning new activity and facilities in Essex, and subsequent funding proposals/tenders for securing external funding.
* Supporting the development of, and increasing influence on, proposals to government for changes/improvements in order to make the skills and training system more effective and responsive to industry need.
