Rydym yn gallu gwneud hynny oherwydd bod gennym drefniadau llywodraethu a gwasanaethau cynnal cryf ac uchel eu parch, ac mae Pennaeth presennol y Gyfraith a Llywodraethu wedi bod yn rhan allweddol o’r gwaith i ddatblygu a chyflenwi hynny.

Mae’r swydd hon yn dod yn wag oherwydd bod deiliad presennol y swydd yn ymddeol felly mae cyfle wedi’i greu i rywun barhau â’n siwrnai, moderneiddio’r ffordd yr ydym yn gweithio, gan ymroi i ragoriaeth.

Rydym yn dymuno penodi cyfreithiwr ardderchog sydd â phrofiad ôl-gymhwysol sylweddol, sydd: yn gallu dod o hyd i atebion; yn ddigon dewr i wneud y peth iawn hyd yn oed pan nad yw hynny o reidrwydd yn boblogaidd neu'n hawdd; yn chwilio am gyfleoedd; yn dymuno cyfrannu ar lefel uchaf y Cyngor; yn angerddol am y swydd gan gofleidio ei phwysigrwydd i wella bywydau pobl Conwy a gogledd Cymru.

Fel Swyddog Monitro’r Cyngor, bydd deiliad y swydd yn sicrhau bod cyngor cyfreithiol a gweithdrefnol o safon uchel yn cael ei ddarparu ym mhob cam o broses benderfynu'r Cyngor a bod diwylliant llywodraethu

corfforaethol cryf yn cael ei gynnal. Mae tystiolaeth o hanes blaenorol o ddarparu cyngor cyfreithiol a gweithdrefnol o safon uchel a blaengar o fewn cyd-destun perthnasol (e.e. llywodraeth leol, sector cyhoeddus, sector cysylltiedig arall) yn hanfodol.

Mae’r swydd yn gyfrifol am ddarparu amryw o wasanaethau pwysig a diddorol gyda phwyslais cryf ar gynhyrchu incwm ac mae profiad o reoli pobl a thimau yn bwysig iawn ar gyfer llwyddiant.

Er y byddai cefndir o weithio mewn llywodraeth leol yng Nghymru yn fantais benodol, nid yw’n angenrheidiol, gan fod gennym yr un diddordeb mewn penodi rhywun â’r nodweddion a grybwyllir uchod, sydd â dealltwriaeth o’r cyd-destun gwleidyddol a chyfreithiol Cymreig ac a fydd yn ffitio'n dda yn ein tîm.

I fod yn llwyddiannus yn y rôl hon bydd deiliad y swydd yn gyfathrebwr ardderchog, bydd ganddo/ganddi sgiliau rheoli cydberthnasoedd o’r radd flaenaf, ac ymwybyddiaeth a barn wleidyddol ar lefel uchel, bydd yn hynod wydn dan bwysau ac yn cydnabod gwerth gwaith tîm.

Situated at the heart of North Wales on the edge of the stunning Snowdonia National Park, Conwy County Borough Council is an award winning local authority and excellent employer which lives by its vision of being a “Progressive Council, Creating Opportunities”.

We are able to do so because we have strong, respected governance arrangements and support services, which the current Head of Law and Governance has been key to developing and delivering.

The role is available through the current post holder’s retirement and therefore an opportunity has been created for someone to continue our journey, modernising the way we work, and striving for excellence.

You will be an excellent lawyer, with substantial post qualification experience, who: finds solutions; has the courage to do the right thing even if not necessarily popular or easy; seeks out opportunities; wants to contribute at the highest level of the Council; and has a passion for the job, embracing its importance in improving the lives of the people of Conwy and North Wales.

As the Council’s Monitoring Officer you will ensure that high quality legal and procedural advice is provided at all stages of the Council’s decision making process and that a strong corporate governance culture is maintained. A demonstrable track record of providing high quality, progressive, legal and procedural advice within a relevant context (e.g. local government, public sector, other relatable sector) is essential.

The post is responsible for delivering a range of important and interesting services with a strong emphasis on income generation and experience as a leader of people and teams would be very important for success.

Whilst a background with local government in Wales would be a distinct advantage, it is not a prerequisite, as we are equally interested in appointing someone with the attributes mentioned above, who has an understanding of the Welsh political and legal context and who will fit well into our team.

To be successful in this role you will be an excellent communicator, have first class relationship management skills, a high level of political awareness and judgment, be highly resilient under pressure and recognise the value of teamwork.

Due to the requirements of this post, which include a leadership role for the bilingual governance of the Council as well as responsibility for the Language Unit and Translation Services, the ability to speak Welsh is essential.
