About Us:

Be our go-to expert on every aspect of procurement compliance and governance

In Kensington and Chelsea, we put local people and local businesses at the heart of decision-making, working in partnership with them to provide quality services that are responsive, effective and efficient. We are revitalising our commercial strategy and building our commercial capacity to support the Council in delivery of its vision. Joining this developing team, you’ll use your commercial expertise to make a strong, positive difference for the people and communities we serve.

We take our responsibilities as a major local employer seriously and want to recruit people who reflect the make-up our communities while also sharing in our values of respect, openness, honesty, compassion, responsibility and humility. Strong management is key to ensuring the success of this approach, as well as delivering on our strategic bi-borough arrangement with Westminster City Council.

The Role:

This high-profile role offers exposure at a senior level across the council. As the key adviser on compliance and governance you will maintain and uphold the governance processes that guide all our commissioning and procurement decisions, ensuring compliance with PCR 2015 and Contract Regulations. At the same, you’ll ensure we deliver a service that combines value for money with social value. It’s an opportunity to gain exposure to a modern procurement service and further develop your knowledge of internal governance and public contract regulations as well as contract law. Success will depend on building good working relationships with stakeholders at all levels, including commissioners, managers, budget holders and others who are involved all stages of the tender or quotation process.

Please refer to the Job Description for more information.

About You:

Combining integrity and credibility with exceptional technical expertise in public sector procurement, you’ll be ready to challenge people at the highest levels of our organisation on compliance and governance issues. A seasoned specialist, you’ll have sound knowledge of procurement procedures, contract law, risk management, governance and compliance management. We expect a values-led approach to your work that balances commercial considerations with local community priorities. Sound negotiating and influencing skills are essential, as is a commitment to collaborative working.

In return, you can look forward to a package that includes a competitive salary, a high-quality pension scheme and generous annual leave plus bank holidays.

Please apply online and specify on your application how you meet the skills, knowledge and qualities specified in the job description and person specification.

Certain services are shared across more than one Council area to nearby neighbouring Authorities. This enhances delivery and reduces costs. Your recruitment information will advise if your remit extends beyond RBKC.

We will primarily contact candidates by e-mail throughout the recruitment process, please monitor your email junk / spam folder as our system generated emails may be allocated to these folders by your email settings.

We engage our staff with a variety of learning types including face-to-face and virtual learning because we want to ensure our staff understand our values and behaviours, grow their skills and develop their careers.
