Working in our highly professional Development Management Team, our Planning Enforcement Officers deal with a range of planning enforcement matters are responsible for protecting the public and the environment by ensuring compliance with both planning and enforcement legislation.

You will be based in Telford - a destination of vibrant places and experiences where people love to live, work and play. Sitting in the heart of Shropshire, Telford is the gateway between the Midlands and Wales. Rich in heritage and natural beauty, the borough has a vibrant town centre that’s currently expanding and a 450 acre town park with numerous leisure facilities;

This New Town celebrated its 50th birthday in 2018, and continues to grow from the birthplace of the Industrial Revolution and one of the UK’s first World Heritage Sites to now delivering more than 76 hectares of employment and circa 17,000 new homes up until 2031, as part of the newly adopted Telford & Wrekin Local Plan.

Working alongside our busy Development Management Planning Officers and Specialists,the post holder will play a role in achieving the highest standards in the services we provide to the fast paced expansion of our Town. Joining an experienced team, you will need to have the passion, determination and ambition to make a difference within Telford and Wrekin Council in order to deliver the very best for our residents, businesses and communities through an excellent planning service.

You will carry out the professional duties of a Planning Enforcement Officer to protect the public and the environment by ensuring compliance with both Planning and Enforcement legislation as well as conditions and legal agreements attached to Planning applications and determine basic planning applications resulting from enforcement complaints.

To be responsible for the delivery of operational functions through audit/inspections, investigations, surveys, sampling, monitoring, projects, dealing with service requests and provision of advice and guidance on all core areas designated to the post regarding planning enforcement to determine compliance with legal requirements. To be responsible for the delivery of service priorities, aims and objectives assigned to the post by appropriate means.

 To input, interrogate, analyse data and produce reports related to the requirements of the post.

 To gather evidence, prepare and serve legal notices and papers, statements, case files and other legal documents as may be necessary and to attend court and other formal legal hearings.

 To contribute to the development of strategies, procedures and policies in areas assigned to the post.

 To deal with a caseload of minor planning applications which are submitted as a result of enforcement investigation/action, within set timescales, including carrying out necessary site visits and negotiation of changes and legal agreements to schemes on behalf of other Council officers and external agencies.

You will be expected to:

• have a relevant qualification at BTEC or NVQ level 4 or equivalent qualifications alongside a proven 12 month experience in Development Management to demonstrate a sound understanding and knowledge of up to date planning legislation and its practical application to development;

• be well-organised and have the ability to demonstrate excellent interpersonal skills and must be able to negotiate and give clear messages under pressure, alongside excellent customer care and diplomacy in dealing with a wide range of people;

• be able to negotiate improvements/benefits from a scheme, maximising such benefits for the wider public benefit.
