The Role

We require a principal officer to manage two small teams of officers who carry out a diverse range of duties relating to the ownership of land held by the Council as a Housing authority and the general functions of the Leasehold Services Section. The teams manage post sales landlord functions, including the processing of:

  •  requests from leaseholders to carry out structural alterations;
  •  statutory requests to extend leases;
  •  requests for access and compound licences and agreements over housing land to facilitate private developments;
  •  the investigation of title deeds to resolve issues relating to land ownership rights and boundary disputes; and,
  •  the management of pre-assignment of lease enquiries.

The postholder will provide advice to housing management officers on issues which arise concerning land ownership matters and supervise a team of officers who undertake pre and post tender major works procurement functions.

You will need to have a wide ranging knowledge of legal interests relating to land ownership, including freehold, leasehold, easements and licences and the ability to deal with issues relating to land ownership within a local authority setting and particularly in relation to land held by a local authority as a residential landlord. Staff supervision experience would also be desirable.
