About the RoleCommissioning activity is a key capability function within ECC, to work across the Council to deliver results and bring about significant change to manage future challenges, leveraging expertise and capability to enable a more flexible and agile environment to succeed in meeting ECC strategic objectives.Working closely with the Mental Health Commissioner and Commissioning Managers, this role is focused on providing support, insight and capacity to Heads of Strategic Commissioning and Policy within Adults and Children and Families, to enable the collaborative delivery of outcomes for citizens, using relevant and specific subject matter expertise.With a range of experience across programme delivery, stakeholder management and business processes, this role will be responsible for the effective delivery of commissioning activity, working collaboratively across the wider Council with stakeholders and external partners to deliver a more flexible and agile approach to delivering outcomes.Main duties include:- Work with Commissioning Managers and Heads of Strategic Commissioning and Policy, to provide commissioning capability and capacity within the Adult and Children and Families Strategic Commissioning and Policy Teams and work with teams from across the Council and with partners, for specific programmed pieces of commissioning activity to deliver improved outcomes for citizens.- Responsible for engaging with partners, providers and the citizens of Essex to gather information and insight to inform current and future programme developments and ensure these are incorporated into potential solutions and consider digital options in this context About You To apply, you'll need to have knowledge and experience of the commissioning cycle, together with experience in using a project methodology approach. You will need to be able to evidence experience of engaging local communities and citizens, and incorporating such insights and intelligence into plans.With significant experience across the commissioning cycle you will bring proven ability to develop a learning culture based on best practice, and your experience in working effectively with a range of stakeholders and partner agencies at all levels.
