Sustainability Programme Manager

Fixed Term, Full Time

Up to £60,000.00 per annum

Location: Chelmsford

Please note this role is based at County Hall in Chelmsford, but currently, ECC is operating a 100% working from home policy. This role will be balanced with office and home working in the longer term. This is a 24 month fixed term contract with potential for extension or conversion to a permanent position.

Tackling climate change is a top priority for ECC with the Leader recently stating, 'Climate Change is the biggest single issue facing not just Essex, but the entire world.' ECC is committed to achieving zero carbon operations as soon as possible and this role will be key to achieving that goal.

The Infrastructure Delivery & Facilities Management Team is responsible for delivering essential infrastructure such as new school places and roads across Essex. In addition, it is responsible for the successful operation and maintenance of around £1.7Bn of corporate assets and large proportion of the school's estate.

Within the IDFM Team, the Sustainability Programme Manager is responsible for ensuring that energy efficiency and carbon reduction is central to all that we do. Leading on the delivery of carbon reduction measures across the portfolio, the post holder will oversee the delivery of a broad programme of energy projects, with the ultimate aim of achieving carbon neutral operations.

Role responsibilities

  • Responsible for the development and implementation of a "path to Net Zero" policy and deliverable approach for the ECC core estate portfolio, ensuring engagement and by-in from key stakeholders.
  • Manage the Energy Efficiency Programme for the ECC core estate and Maintained School estate, ensuring projects are accurately reported and tracked, are delivered to time, cost and quality standards, ensuring benefits are realised and learning taken on board.
  • Lead the development of low carbon design for the education programme, working alongside internal specialists to develop new standards and best practice across the new school places programme.
  • Manage the programme of work to identify commercial ECC assets at risk of failing to achieve MEES standards and put in place suitable measures to retrofit sites to meet the necessary standards.
  • Work collaboratively and build strong working relationships with all key internal and external partners and stakeholders, sourcing external funding opportunities and ensuring that all ECC corporate governance requirements are met alongside industry best practice.
  • Perform the role of Energy Efficiency / Carbon Reduction expert for ECC, providing advice to internal colleagues and Members and participating in local, regional and national forums.
  • Accountable for the management and delivery of the Council's commitments to the European Regional Development Fund (ERDF) LoCASE IV project, including managing budgets, monitoring progress and representing ECC on the Steering Group and at delivery meetings as appropriate alongside the LoCASE IV Work Package Manager.
  • Knowledge, Skills and Experience

  • Educated to degree level or equivalent by experience. Educated to postgraduate level or equivalent by experience in a relevant field.
  • Evidence of continuing professional development and expert knowledge in relevant professional area.
  • Deep knowledge and understanding of the Low Carbon policy agenda and environmental initiatives, locally, nationally and in Europe, particularly in respect of energy efficiency, renewables and smart energy management systems.
  • Good understanding of Low Carbon Technologies/Renewable opportunities, philosophy and methodology, with an ability to translate into programmes of work.
  • Professional accreditation or deep understanding of project management methodologies e.g. Prince 2, or demonstration through experience of managing projects and programmes of appropriate size.
  • Proven track record of managing budgets of a similar size (£5m) and complexity.
  • Strong leadership and behavioural skills which drive a highly performing and motivated multi-disciplinary team from diverse backgrounds, to achieve strategic objectives.
  • Ability to build strong working relationships with partners which are collaborative and influential, leading to achievement of joint objectives, ideally working within local government and a political environment.
