Do you have experience in climate action and community led projects?

The Council has declared a climate emergency that recognises the current global crises and the effect it is having on our lives. This presents an extraordinary opportunity to accelerate efforts to improve that state of our world and it is the starting point for a decade of action in the Cotswolds.

We want to better understand how and why our communities, visitors and businesses travel through the district so that we can identify measures that will reduce carbon emissions and offer genuine sustainable transport solutions.

We need someone who has a track record of inspiring action and leading change at revolutionary levels and pace. You will work closely with the Head of Climate Action, Town Planners and local communities to shape and deliver projects.

About the role…

One of the first tasks will be to deliver a new Sustainable Transport Strategy – a Council Priority. The role and strategy will assist the delivery of other corporate priorities such as responding to the climate crisis, making the local plan green to the core, town centre master planning, supporting health and wellbeing and enabling a vibrant green economy.

You will promote sustainable methods of transport to reduce reliance on car usage for short journeys; this will require building an effective working relationship with Gloucestershire County Council and local communities. You will play a proactive role in working with communities, individuals and groups to bring forward new solutions and opportunities; to inspire, mobilise and empower the Council and local highways authority to promote low-carbon transport options.

Who are we…

Four partner Councils (Cotswold District Council, West Oxfordshire District Council, Cheltenham Borough Council and Forest of Dean District Council) have created Publica Group Ltd to deliver more efficient and improved services. The Councils will continue to be responsible for the standard of services that are provided as well as setting strategy, policy and making decisions.

Publica is a unique place to work – we are a local government organisation with a twist! Publica wants to transform the way local services are delivered. To help do this we have started to fundamentally rethink the way we design our services in the digital era so that Publica is a customer-focused organisation driven by real user needs.

This is a new role covering the Cotswolds, famous for quintessentially English market towns and villages built from honey-coloured stone. With a range of gently rolling hills and the largest area of outstanding natural beauty in England making it a perfect base for walking and cycling, you will have this right on your doorstep.  With our agile working ethos: you will be spoilt for choice.

You will need…

  • Degree or similar HND relevant qualification.
  • Membership of a relevant Transport Planning Institution or related.
  • Experience of delivering projects that promotes modal shift to more sustainable transport options.
  • Experience of planning and delivering low-carbon transport strategies, place shaping masterplans and implementation plans.
  • Experience of stakeholder engagement and delivering community led transport projects.
  • Experience of working with of the legislative framework and practical implementation in transport policy and planning.
  • Thorough understanding of how to deliver practical sustainable transport actions and dovetailing these actions with the county highways authority.
  • Thorough knowledge of Transport, Climate Change and Planning law, policy & guidance.
