Technical Manager - Waste Operations

Permanent, Full Time

Up to £62,212 per annum

Location: Chelmsford

This position will initially, in line with current government guidance, be based from home for the foreseeable future. However, if / when government guidelines change the role may then revert to being office based, whilst retaining some flexible working options.

With your technical knowledge of waste management, environmental processes and operational system experience, the technical manager will design, identify, develop, deliver and advise on technical approaches that ensures the Council continue to maximize benefits within the delivery of waste management and environmental systems.

You will have the ability to influence senior leaders and to operate flexibly in a matrix management style across the Council and with partners.

Service/Functional Accountabilities

  • Lead on all technical matters pertaining to waste; liaising closely across the Council with service contractors and partners.
  • Responsible for the technical design and optimisation of the countywide waste management system and other identified environmental programmes.
  • Provide technical input for the development of a Joint Municipal Waste Strategy; liaising closely with District Councils, Members and other key stakeholders.
  • Responsible for externally appointed technical consultants and associated budgets ensuring identification, commissioning and management of work-streams.
  • Lead on the technical elements of the development, preparation and evaluation of complex contract specifications, payment mechanisms, inter-authority agreements, bid submissions and other documentation.
  • Provide technical input into all proposed waste system changes ensuring technical implications are fully evaluated alongside commercial, financial, performance and operational aspects.
  • Identify and proactively managing all opportunities and technical risks within Waste, mitigating risks to acceptable levels and delivering technical solutions to achieve improved outcomes.
  • Build strong networks with partners and Government bodies to identify current and emerging technologies for the management of waste and the environment.
  • Provide technical guidance and advice to strategic partners in the delivery and development of waste collection systems.

Knowledge, Skills and Experience

Educated to degree level or equivalent in Waste Management, Engineering or Environmental Sciences, and with evidence of continuing professional development in a relevant professional area such as Chartered Waste Manager, you will be able to demonstrate your detailed understanding of technical approaches within waste and the environment, including legislation, contractual and operational issues associated with the delivery of municipal waste transfer, treatment and recycling centre services.

You will bring with you experience in developing complex contract structures incorporating the preparation, negotiation, and management of contract documents for operational delivery using an evidence-based approach to decision making, problem solving and technical development.

Proven ability to commission and manage consultancy services, as well as experience of delivering joint municipal waste strategies, best practicable environmental option modelling and life cycle assessments.

Good communication skills including the ability to explain complex technical matters and be able to demonstrate experience of working with elected members and the public to establish understanding of key environmental and technical issues and to generate consensus.

Above all, you will have knowledge and passion for the waste industry, developing and delivering innovative technical solutions to the management of waste and the environment ensuring value for money and minimizing risk.
