About us

Essex County Council is working with Sport England and Active Essex to build healthier, stronger and more active communities. We are leading one of 12 Local Delivery Pilots (LDP) funded by Sport England to use innovation to tackle population levels of physical inactivity in low-income communities. Our LDP is being tested in Basildon, Colchester and Tendring, with successful approaches being scaled up across Essex.

We are recruiting an Evaluation and Impact Analyst to play a vital role in shaping how we use data and insight to inform our decision making and to measure our impact ensuring our investments into interventions and across our system deliver meaningful change in the communities we serve.

We need expert support in designing and recommissioning an ambitious three year evaluation programme, ensuring physical activity interventions (at project and system level) are informed by appropriate data and insight, working with specialists across the public and private sector, and with leading academic advisors in a fast paced, dynamic, environment.

About you

You will be a key member of the LDP senior leadership team, and you will lead our work in data, insight, measurement, and evaluation to shape the strategic direction of the LDP. You'll work hand-in-glove with analysts, researchers, other professionals, securing insights on 'what works' and influencing investment decisions. At the same time, you will lead on the redevelopment and design of our strategic evaluation contracts.

You'll need a track record of managing high-level data, insight, and evaluation. You'll also demonstrate public sector and commercial acumen and an ability to get things done within complex multi-stakeholder environment.

You will have the attributes to work collaboratively with a wide variety of people, be comfortable leading those at senior level, build trusted relationships with stakeholders, and influence thinking and strategy. You'll need a proven commitment to your own professional development and the drive to play a full part in the development of a small but highly influential team. The role will work directly for the LDP but also fit within the wider Essex County Council Research and Citizen Insight service.

Knowledge, Skills & Experience

We're looking for someone with recognised technical ability in a range of data science and/or analytical specialisms. You may have relevant qualifications or be qualified by experience - either way, you'll use a variety of tools and methods to make sense of large amounts of quantitative and qualitative data. You will have the ability to present the data findings in clear and compelling formats for a variety of audiences and can put this across in a way that's compelling and easy to understand - using evidence to tell the story for senior decision-makers and stakeholders.

You will be responsible for line management of an analyst, and be responsible for managing the data, insight and evaluation budget whilst being connected into the wider family of Essex County Council Research and Citizen Insight.
