COVID19 Funds Contract Manager
The South East Local Enterprise Partnership (SELEP) is a partnership of the private and public sector which drives economic growth across Essex, East Sussex, Kent, Medway, Southend and Thurrock. SELEP is an external body for which ECC is the Accountable Body.
SELEP has allocated £4.4m for COVID19 Recovery Funds to provide direct support to both individuals and businesses in response to the impacts of the Coronavirus pandemic. This funding will be deployed through a series of individual skills and business support programmes contracted out to external service providers. This role will work within the SELEP Secretariat to manage all contracts with service providers for a fixed period of 12 months.
The post holder will be responsible for ensuring all contracts are delivered effectively and to the required level of performance. . They will also be required to report against the delivery of all contracts internally and to key external stakeholders, and promote the benefits of the investment.
To be responsible for overseeing and actively managing all COVID19 Recovery Funds skills and business support programme contracts, to ensure the programmes are delivered to time and quality.
To liaise closely with contract holders to monitor progress, manage risks and issues, oversee invoicing, track outputs and outcomes, and coordinate programme evaluations.
To act as the main point of contact for all contract holders and foster good working relationships with them to facilitate positive outcomes.
To lead timely contract management and review meetings throughout the year with individual contract holders and relevant delivery partners.
To establish accurate monitoring and reporting mechanisms around contract performance, to track and report on progress.
To proactively manage risks and issues of individual contracts on an ongoing basis, including any necessary contingency planning, to ensure success.
To provide oral updates/ briefings/ presentations and written progress reports on all programmes, to effectively communicate with senior officers, decision makers and key stakeholder groups within SELEP.
To oversee invoicing and payment arrangements for all contracts to support financial administration of the COVID19 Recovery Funds.
To provide general support and advice to contract holders regarding all relevant contractual matters.
To monitor, collate and report on the evaluation of the programmes by the contract holders, to share outcomes and demonstrate impact.
To proactively promote the progress, successes and benefits of the COVID19 Recovery Funds investment.
To respond to all enquiries on the deployment of the SELEP COVID19 Recovery Funds and associated programmes, to raise awareness and promote understanding.
To lead the management of service provider contracts for the SELEP COVID19 Recovery Funds where collective annual revenue spend will be circa. £4.4 million.
The role will be line managed by the SELEP Business Development Manager and will work closely with both the SELEP Business Development Manager and the SELEP Skills Lead.
The post holder will initially be based from home. If / when Government guidelines change, travel may be required to meetings across the SELEP area. The main office is based in Chelmsford and some travel to the office may be required from time to time.
Skills, Knowledge and Experience
Educated to degree level or equivalent by experience.
Demonstrable experience of managing million-pound-plus contracts in a dynamic, fast-moving and complex environment.This should include the ability to define, monitor and control key elements of supplier performance.
Excellent negotiation skills appropriate to million-pound-plus contracts.
Knowledge of contract law and/or implementing contracts and supply agreements.
Excellent interpersonal and organisational skills, with the ability to work to tight deadlines under pressure, prioritising own workload.
Ability to think, plan and work strategically to manage the delivery of multiple contracts.
Highly organised, with excellent attention to detail and possess strong contract management skills.
Excellent verbal and written communications skills, with the ability to write clear and concise reports.
Proven experience of working effectively with internal and external partners.
Highly competent in the use of Excel and proficient in use of Word and PowerPoint.
