We have around £1bn worth of growth programmes currently happening in the borough, with more planned on the back of the national HS2 development. Our own portfolio is significant – we manage around £130m worth of commercial property and are landlord some 9,000 council properties.

With a newly established corporate leadership structure and there is now an opportunity for a highly skilled and strategically minded finance professional to make the most of their talent, and to see a clear connection between their contribution and better outcomes for the community.

We are a highly ambitious and creative team looking for an exceptional candidate to take up this role and become the final jigsaw piece in our refreshed leadership structure. As the Council’s S151 statutory officer, you should have a demonstrable track record of providing leadership and achieving excellence in the management of financial services, ideally, within a local authority setting, including a detailed knowledge and understanding of local authority finance, capital accounting, housing revenue account management, treasury management and the prudential code.

You will take lead responsibility for developing the Council’s medium term financial strategy, working with elected Members and colleagues to identify and evaluate growth and savings opportunities, ensuring that decisions are informed by a thorough appreciation of risk.

Your focus will include supporting the leadership team to achieve savings targets, while preserving our capacity to deliver high quality services, key projects and programmes. This will see you work closely with other Service Directors across the organisation contributing your sound financial advice and evaluation expertise to support, enable and advise colleagues in achieving the Council’s ambitions.

It will be important for you to quickly establish confidence and trust – that means highly developed technical knowledge coupled with the relationship skills to engage well with others and understand and support the different priorities and pressures of different service areas. Commercial awareness and the ability to get the greatest return from assets, while managing risk effectively, will all be key attributes.
