This position will initially, in line with current government guidance be based from home, with an expectation of being home based for the foreseeable future. However, if / when government guidelines change the role may then revert to being office based, whilst retaining some flexible working options.

We have initiated a very ambitious program to support the organisation to design its "next-normal", learning from the last year's changes in our ways of working. We are rethinking not only where work needs to happen, but also when and how, so working together with teams across the council (technology, property, HR, comms) to help service identify potential models of hybrid working.

We need to bring additional capacity to our team to be able to support this program of work at pace. We are looking for individuals that have strong experience in seeking out and introducing leading-edge organisation development approaches and change management practices supporting the delivery of cultural and behavioural change.

You'll act as internal consultant to our Senior Managers and HRBPs, advising, supporting - and challenging, where needed - to enable the organisation to implement the necessary behavioural and cultural change projects to transform the way we work as an organisation. Together with your team of OD & change practitioners and the other teams in the OD & Talent Management service area you will support the building of the necessary capability across the organisation to ensure the adoption of people-centred change management approaches when implementing our new hybrid ways of working. You'll think creatively to develop innovative, bespoke interventions that engage, motivate and empower leaders and teams to take ownership for their own change journeys.

Knowledge, Skills and Experience

With a strong understanding of leading-edge organisation development and change theories and methods, you should have the ability to apply them in a large, complex organisation. Educated to degree level or equivalent by experience, you'll also need strong experience of managing business transformation and change programs, being able to demonstrate how you enabled the successful delivery of those programs. Proven track record of evaluating and measuring the impact of behavioural and cultural change interventions will be a strong advantage. On a personal level, you'll need the ability to engage with, and influence, a variety of partners and stakeholders and clearly articulate messages to a range of audiences with differing levels of understanding. We will be looking for evidence on when you have driven complex change initiatives in a virtual environment. We're also looking for proven commitment to your own professional development.

Please note that Essex County Council has determined that the off-payroll working rules will apply to this assignment and where a worker elects to provide their services through an intermediary (such as a personal services company) then income tax and primary national insurance contributions will be deducted at source from any payments made to the intermediary.
