Job Details

We are fortunate to have a fantastic city which provides a great place to live for many of our residents - our heritage is world renowned, our culture is unique and our economy is strong. We are proud of York’s status as one of the safest and best cities to live in the UK, protecting and engaging our 200,000 residents and 7 million visitors alike.

It is an exciting time to join us; the prospects of a devolution deal with increased funding, our ambitious climate change agenda and our resolute focus on recovery post COVID make our work all the more challenging, interesting and vital in equal measure.

We are making some significant investments to underpin our new plans, and as a result, having completed a leadership restructure we are proud to announce that we have created 3 brand new roles, with the intention of better serving the people and communities of York. In many ways we embarking on a new journey, building back better and providing you with the opportunity to shape, lead and influence service in this great City. The roles are Director of Safeguarding, Director of Prevention and Commissioning and Assistant Director of Policy and Strategy.

Our restructure means that the Directorate of People will now cover both Adults and Children’s services (including education). We have created two new Director roles which will focus on safeguarding, education, prevention, integration and commissioning, with a commitment to achieve much greater integration with the health sector. Looking to the future, this will enable the Council to respond effectively to forthcoming changes within the NHS, and for the Council to play a key lead role in this.

These roles are crucial in helping to improve the future for both Adults and Children in our City region. We are looking for robust leaders who are just as ambitious for the people of York as they are for themselves, with a passion for driving change, forming collaborative partnerships and influencing key stakeholders.

In the People Directorate we are ambitious for residents of York; developing whole life and whole system services, an asset and strengths based approach supporting children and adults now and in the future.

We are determined to help make sure we keep our most vulnerable residents safe at the same time as giving them the best life possible.

As Director of Safeguarding, you will be the most senior social worker in the council and will be the corporate champion for both vulnerable adults as well as children. You may have the opportunity to undertake the statutory responsibilities, with a focus on ensuring we drive continuous improvement to a standard which is recognised within regulatory frameworks, ensuring we are always inspection ready. You will be comfortable dealing with complex cases and managing risk, finding innovative solutions to social care, and a relentless drive on continuous performance improvement. You will champion strengths–based and whole system approaches, ensuring your teams are well supported, resourced and developed to improve service performance and maximise impact for the benefit of those vulnerable people we support.

As our most senior social worker this strategic leadership role will be responsible for all of the social work services across the council, ensuring that the most vulnerable people in our community are supported to be safe and to live their best life.  Whilst social work is a highly rewarding career it is also challenging as it manages risk and complexity and requires significant resilience in those delivering and leading the services.

The post holder may have the potential to hold the associated statutory responsibility for children (DCS) or adults (DAS) depending on their professional background, providing flexibility and progression for those considering this opportunity.

You will find that the role will provide you with the kind of professional challenge and complexity you will naturally aspire to as ambitious leaders and I truly believe our new model could serve as a best in practice template for years to come. In addition, here in York our size means that we are large enough to provide the rich mix of complexities facing local government, but at the same time we are small enough to enable you to get things done - we are not tied up by bureaucracy and red tape. So these roles will provide you with the opportunity to make a significant difference as well as a platform to enhance your career.

Finally, York has excellent connectivity by road and rail, and the neighbouring towns and cities of Leeds, Hull and Harrogate are in easy reach. National Parks and areas of areas outstanding natural beauty are on our doorstep, with their quaint villages and market towns, whilst the Yorkshire coast provides a retreat ideal for sunny days.
