Please note that this position is being offered on a part time basis, covering 18.5 hours per week which must include working on a Friday as part of your working pattern.

This position will initially, in line with current government guidance be based from home, with an expectation of being home based for the foreseeable future. However, when government guidelines change the role may then revert to being office based, whilst retaining some flexible working options.

The Marketing and Communications Officer will provide digital marketing, administrative and campaign support and expertise to the fostering recruitment team. Working with the Senior Communications Officer in the recruitment team, the role also works closely with corporate Communications & Marketing.

The role requires a strong communicator to inspire and inform residents, able to work with internal and external stakeholders at all levels, while being adaptable and adept in a fast-moving environment. Experience of working on paid and organic content is essential, as is an understanding of data at every stage of planning, creation, amplification, engagement and evaluation. These skills will help reach our target audience to deliver the fostering recruitment strategy.

Job Purpose

Essex County Council needs to recruit 100 new foster carers over the next 3 years, with a focus on the recruitment of carers for older children, sibling groups, children with disabilities and to offer Supported Lodgings.

The Marketing and Communications Officer will provide digital marketing, administrative and campaign support and expertise to the fostering recruitment team. Working with the Senior Communications Officer in the recruitment team, the role also works closely with corporate Communications & Marketing.

Service/Functional Accountabilities

  • Support the Senior Communications Officer to successfully implement the marketing strategy to build awareness, increase engagement and drive fostering enquiries
  • Support the campaign plans using OASIS (Objectives, Audience, Strategy, Implementation, Scoring) and PESO (Paid, Earned, Shared, Owned) models to deliver multi-channel campaigns
  • Deliver integrated recruitment campaigns throughout the year, working on implementation, tracking and measurement to evaluate and establish learnings for future campaigns using data and insights to identify new opportunities
  • Support the development and delivery of internal communications to foster carers, including a regular newsletter
  • Brief and oversee the work of internal and external specialists, such as designers, filmmakers and agencies to deliver campaigns to brief, on time and within budget
  • Support in the creation of innovative ideas to best meet the recruitment objectives of the service and work closely with internal and external stakeholders, providing updates and progress reports
  • Responsible for maintaining and develop the fostering social media platforms against strategic objectives using metrics and interpreting analytics to improve performance
  • Deliver new and targeted digital content such as podcasts, video and blogs, taking responsibility for the creation of insight led content and for some video creation and editing, including making content accessible to all.

Skills, Knowledge and Experience

Educated to degree level or equivalent by experience.

It is essential to have demonstrable experience of:

  • working in a communications and marketing role
  • working in a fast-paced environment with multiple priorities
  • supporting campaign planning and execution to meet deadlines
  • lead generation, evaluation and reporting
  • content development such as podcasts, video and blogs
  • delivering digital marketing across multiple platforms, both paid and organic
  • management and delivery of a corporate social media channels
  • liaison with agencies, stakeholders and colleagues at all levels
  • data interrogation, analysis, collation and reporting for campaign evaluation
  • managing and completing administrative tasks.

It is desirable to have experience of:

  • recruiting for public sector or charitable organisations
  • video creation, editing and posting as well as briefing for user generated content
  • creating innovative solutions to meet marketing objectives
  • editing and delivering internal communications.
