Location: Chelmsford

Closing Date: 2nd May 2021

About us

At Essex County Council, what we do impacts the lives of over 1.4 million residents. We work hard to improve health and wellbeing across our county - from leading the immediate public health response to the COVID-19 pandemic, to tackling deep-seated health inequalities; from investigating local disease outbreaks, to influencing the social and economic factors that shape long-term health outcomes. We need to take decisions based on meaningful insight and high-quality research. This is where you come in.

About you

As our Public Health Intelligence Manager, you'll lead our work to provide senior leaders - including the Director of Public Health, our Corporate Leadership Team and our Cabinet - with insight into the health and wellbeing of our residents and communities, including the factors that drive change and 'what works' in improving outcomes.

You will deliver a programme of analysis and research spanning local COVID-19 surveillance; the monitoring of trends relevant to the health of the population; and the development of strategic needs assessments. You will lead work to develop an authoritative evidence base on the impacts of COVID on local health inequalities and on the wider determinants of health.

You will lead a team of specialists, helping them to navigate a complex political and partnership environment and using your experience to identify where the team's skills and capabilities can add most value. You will build strong and productive working relationships with public health specialists across regional and national agencies, and with senior stakeholders across Essex.

In return, you can look forward to an excellent reward package, as well as flexible-working and long-term career opportunities.

Knowledge, Skills & Experience

The role is a great opportunity to influence senior political and executive leaders within the county council and across our partners, generating insights that shape policy and drive improvements in quality of life.

We're looking for a leader with proven technical ability and a range of analytical skills - data management and manipulation, visualisation and reporting; forecasting and mapping. We also need people who can use evidence to tell a story - communicating insights in a way that is compelling and easy to understand.

We are looking for people with significant experience in delivering public health analysis and intelligence, within large complex organisations. You'll have a track record in delivering insight that impacts strategic decision-making, possibly, but not necessarily, in a local government setting.
