The Role

Camden’s Rogue Landlord Taskforce are at the cutting edge of dealing with the worst rogue landlords and agents exploiting tenants in the private rented sector.

This is an exciting opportunity to work within a small multi-disciplinary enforcement team consisting of Environmental Health Officers and Tenancy Relations Officers alongside dedicated legal support. You will be working alongside EHOs and the team’s own dedicated lawyer to investigate allegations of harassment and illegal eviction.

Your role will contribute towards tackling and disrupting rogue landlords and letting agents within Camden who are exploiting tenants living in dangerous and unlicensed HMOs. The role will require you to take personal responsibility to provide advice, advocacy and assistance to tenants and to negotiate and mediate between parties to achieve positive outcomes.

You will work in collaboration with the Homelessness Prevention Service and local partner agencies to assist private renters in defending possession proceedings and support tenants with Rent Repayment Order applications.

You will be required to carry out investigations and take prosecutions for offences under the Protection from Eviction Act 1977, Housing Act 2004, Housing and Planning Act 2016 and other relevant legislation.

Having EHOs and TROs within the same service enables the team to ensure that tenants are provided with holistic housing advice and enforcement action can be taken for Protection from Eviction Act 1977 and Housing Act 2004 offences. The multi-disciplinary set-up will allow you to improve your knowledge and understanding of the Housing act 2004 and other housing legislation which may not be part of a normal TRO role. The team’s dedicated lawyer will ensure that support and guidance is provided throughout the investigation of offences and subsequent legal proceedings.

Although the role offered is for an initial 12 months fixed term contract it is hoped that these roles will become permanent at the end of this initial 12-month period.

To be considered for this post you will have experience in a tenancy relations role or similar where the role covered investigating matters relating to incidents of harassment and illegal eviction. The ideal candidate will have a detailed knowledge/understanding of the Protection from Eviction Act 1977, and associated legislation including its application to casework and will have experience of taking prosecutions for breaches of relevant housing legislation.

The ideal candidate will be driven by a desire to act upon the poor treatment of vulnerable tenants by these rogue landlords and agents which often forces tenants to live in poor quality accommodation with an ongoing threat of illegal eviction hanging over them. You will be motivated to improve housing conditions and take the appropriate enforcement action to deal with the worst criminal landlords.

The ideal candidate will be able to demonstrate their involvement in managing, organising and coordinating cross-service projects, and identify how this has led to a successful outcome. You will be an excellent communicator (both verbal and written) and will be adept at providing excellent customer care and communication skills in explaining complex and technical issues accurately, clearly and concisely both orally and in writing when dealing with all service users.
