About the opportunities

We are seeking two internal recruiters, one to focus on the attraction of Adult Social Care staff in to ECC and the other to help ECC build a pipeline of candidates into the Care Market in Essex.

This is a unique opportunity to join a growing internal recruitment team who feel passionately about exemplary customer and candidate care. Positioned within the Organisation Development & People and Service Transformation (ODP&ST) function and working closely with stakeholders at all levels across the council, to ensure we recruit the right people in the right roles.

Both roles will focus solely on the recruitment of talent in to our Adult Social Care Service, however one will be more focused in the attraction of internal talent and the other will have a focus on business development and talent attraction in to the wider Essex Care sector. Both roles are fundamental to our ambitions of Adult Care provision in Essex. You do not need to have experience of recruiting into this market, but you will need to have experience of recruiting in hard to fill areas where a pro-active approach is key to attract the required volume of suitable applicants.

These roles will manage the attraction and assessment of Social Workers, Occupational Therapists, Community Support workers and staff in to Care homes throughout Essex. Your primary aim will be to build pipelines of Adult Social Care and Care Home talent and manage the recruitment of this talent into Adult Care provisions.

You will provide weekly reports detailing full outputs for each week and forecasting future expected attendance at interviews and assessment centres.

You will deliver specialist advice to the hiring community on current market conditions, legislative changes, recruitment best practice and appropriate methods of attraction, using detailed role briefings to determine best fit, whilst ensuring candidates receive the best experience. From employee brand awareness to onboarding, including giving feedback throughout the process and making and managing offers of employment.

About you

With experience of delivering both high volume, high-profile recruitment, you will have a proven background in delivering operational recruitment success. You will be confident in challenging systems and processes and delivering outstanding results, whilst working in partnership to manage external supplier contracts, with the ability to lever maximum value for an organisation.

You will have high standards for customer service and a strong emphasis on building positive stakeholder relationships.

You will be highly organised and comfortable in taking accountability in this standalone role, if you have the drive and capability to make this role a success we will give you all of the support you need and a range of career development opportunities across the council.

You will have a good understanding of attraction methods and technology, including anticipated market developments, and an in depth understanding of recruitment legislation. With experience of evidence-based decisions you will be able to track and report management information to key stakeholders.

Above all, you will be innovative in your approach to delivering high quality recruitment services with the ability to work as a partner across a business with strong verbal and written communication skills, confident in influencing key stakeholders to drive the right recruitment decisions.

This position will initially, in line with current government guidance be based from home, with an expectation of being home based for the foreseeable future. As government guidelines change the role will continue to operate in a flexible way with some requirement to attend our office base in Chelmsford.
