We are looking to attract someone who has success in nurturing new care markets or has sound interests and ideas around this. We want to move away from traditional market approaches.  This includes the way we work with the voluntary sector but also the development of an outcomes-based commissioning approach and development of micro-provider, Community Interest Companies & Personal Assistant markets for social care.

The successful candidate will need to be able to challenge the market in a constructive way whilst continuing to build collaborative relationships in order to develop and transform the care market.

We are looking for someone who can engage effectively with senior management up to Chief Executive level.  Good experience of working with and providing assurance to executive officers, or a sound understanding of how to do this well would be important. Prospective candidates would need to be comfortable dealing with scrutiny from elected members.

With the policy push towards integrated care, someone who is open to jointly commissioning across organisational boundaries as well as able to ensure a balance of benefits to respective organisations to achieve win-win outcomes. We are keen to find prospective candidates with a history of working collaboratively across council services including with housing, procurement and finance.

We would like to emphasise the transactional elements of the service including brokerage and payments to providers.  The successful candidate will not need to do this when they are in post but they will need to pay equal attention to the other parts of their portfolio that are more transactional but are essential in contributing towards a strong financial base and market stability.

We are keen someone with experience of using data and intelligence to inform our commissioning strategy. A ‘can-do’ and expansive attitude coupled with the ability to work well in and foster a culture that is consistent with that we are trying to create in North Northamptonshire are vitally important too.
