This is a fixed term contract position until end of June 2022 with potential to extend depending on progress of overarching program.

At Essex County Council (ECC), what we do impacts the lives of over 1.4 million people. From the safety of children to the independent lives of older residents, and from boosting quality of life through public health to the lasting regeneration of proud towns and cities - everything we do takes a pioneering and agile approach. Our Organisation, Development & People and Service Transformation (ODP&ST) teams are working to ensure that innovation and learning take centre stage.

We have embarked in a very ambitious program to redefine our new normal, identifying what ways of working we want to put in place and how we can use what we have learned during this past year. Our new hybrid working model is emerging, together with what we will need to successfully implement it (property, technology, culture and change, capabilities…). To allow us to properly support this program we are increasing our capacity in some critical areas.

The role

Seeking out, introducing and leading cutting-edge organisation development approaches and change practices, you'll help to deliver cultural and behavioural change across the council. Ambitious people really fit in here, so if you are a talented Organisation Development & Change Practitioner, we want to hear from you.

On a day-to-day basis

You will:

  • Bring your expertise to large or complex change projects, acting as an internal consultant, advising, supporting - and challenging, where needed - to foster a high-performing culture where learning, change and diversity are the norm.
  • Collaborate with the Organisational Development Lead, Head of Service and other colleagues across ODP&ST and the wider Council, to ensure a consistent approach to creating a learning organisation and an Organisation Development centre of excellence.
  • Think creatively to develop innovative interventions that engage, motivate and empower leaders and teams to take ownership for the development and performance of their business.
  • Help ensure that everyone in our organisation has the critical capabilities needed for us to succeed in our vision.
  • You'll do great here if you

  • Have a strong understanding of cutting-edge organisation development, and change theories and methods, and the ability to apply them in a large, complex organisation to embed new ways of thinking and working.
  • Have experience of managing business transformation and change programmes, along with developing business cases, identifying risks and creating mitigation plans.
  • Have the ability to engage with a variety of partners and stakeholders and clearly articulate messages to a range of audiences with differing levels of understanding.
  • Are educated to RQF level 6 (Bachelor's degree) or equivalent by experience with proven commitment to your own professional development.
  • What you should do next

If you are interested in finding out more about this role, we would love to hear from you. Please apply via the Working for Essex website.

This position will initially, in line with current government guidance, be based from home. However, when government guidelines change going forward this role will likely work in a hybrid way, with an expectation that there will be a mix of days in the office and working from home/alternative locations.

We're open to a chat about flexible ways of working, both informal and formal. No promises, but we will carefully consider what arrangements would work for you

Essex County Council is committed to safeguarding and promoting the welfare of children and vulnerable adults and expects all employees and volunteers to share this commitment.

We seek the best talent from the widest pool of people as diversity is key to our success.
