This is a fixed term contract position until end of June 2022 with potential to extend depending on progress of overarching program.

We have embarked in a very ambitious program to redefine our new normal, identifying what ways of working we want to put in place and how we can use what we have learned during this past year. Our new hybrid working model is emerging, together with what we will need to successfully implement it (property, technology, culture and change, capabilities…). To allow us to properly support this program we are increasing our capacity in some critical areas.

The role

Underpinning our workforce strategy is the recognition that we need to strengthen the skills and capabilities required for what is needed now and for the future and ensure the right support is available to develop potential.

This role will support the development and implementation of the talent development framework across the organisation, with a focus on enabling early identification of talent. Providing development opportunities and a consistent and relevant succession planning approach, ensuring our diverse workforce is supported in the best possible way. Designing and implementing tailored development programs, focused on increasing and improving the diversity of our workforce.

This role will act as an internal consultant to provide expert advice, support and challenge to the organisation in the design, delivery and evaluation of effective talent development interventions. Working collaboratively across ODP & Service Transformation to maximise the contribution, value and credibility this practice makes throughout the organisation.

On a day-to-day basis

You will:

  • Work with the Talent Development Lead and the Head of Organisational Development & Talent Management on the development and implementation of the existing talent development framework across the organisation.
  • Be responsible for undertaking the design, development and evaluation of programmes and initiatives that support talent development, working cross-functionally and with stakeholders at all levels across ECC.
  • Work collaboratively with key teams across ODP&ST, to maximise the use of insight in the identification and development of the right talent for the organisation, aligning any solution to the findings within the workforce planning process.
  • Be responsible for strengthening our approach to internal mobility (e.g. secondments, projects, short term assignments) to enable the development of talent and transfer of expertise across the organisation.
  • Support the design and implementation of a relevant framework for the use of diagnostic and assessment tools to support the identification and development of our talent (e.g. assessment and development centres, psychometric tools, 360-degree feedback tool).
  • Be responsible for the delivery of internal consultancy support to leaders on talent development to support the delivery of functional business plans and the organisation plan and provide insight to support the identification of talent development requirements to ensure functional needs are addressed in annual people plans.

  • Have excellent communication and influencing skills, with the ability to engage with a range of partners and stakeholders to clearly articulate messages to a range of audiences with differing levels of understanding.
  • Possess previous experience of planning, designing, delivering and evaluating talent development interventions in a large and complex organisation.
  • Sound expertise in designing and applying impact evaluation frameworks, with a bias towards evidence-based practice and use of people insight to design interventions.
  • Have practical experience in learning and business needs consulting, with the ability to guide stakeholders through a shared and collaborative decision-making process, working at all levels in the organisation.
  • This position will initially, in line with current government guidance, be based from home. However, when government guidelines change going forward this role will likely work in a hybrid way, with an expectation that there will be a mix of days in the office and working from home/alternative locations.
